POSITION SUMMARY

Join the Illinois Department of Central Management Services (CMS) as a Classifications and Class Studies Supervisor, where you will play a critical role in shaping the State’s workforce infrastructure. In this position, you will lead a talented team of HR professionals responsible for administering statewide class specifications, organizational structure changes, position actions and other technical aspects. You’ll collaborate with agency stakeholders to ensure compliance with rules, codes, polices, procedures, and collective bargaining agreements, while also driving process improvements and modernizing classification systems. POSITION ESSENTIAL FUNCTIONS
- Subject to administrative approval, serves as the Classifications and Class Studies Supervisor, monitoring to provide direct oversight and administration to the Classifications and Class Studies Units within the Bureau of Personnel’s (BoP) Personnel Integrity Division.
- Reviews, analyzes, and administers all actions related to class specifications, organizational structure, position actions, systems, and records maintenance services providing consultation decision making on various issues.
- In collaboration with the Assistant Deputy Director of Personnel Integrity; plans, develops, implements, monitors, and manages policy and operational aspects of the Class Studies and Classifications units.
- Performs special projects on various organizational structure, personnel, and position issues frequently of a highly sensitive and confidential nature.
- Serves as full line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of (4) four years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience with class specifications, position establishment or change requests, and organizational structure maintenance and/or realignments in a Human Resources setting.
- Requires three (3) years of experience supervising individuals in a wide variety of roles in Human Resources independently assigning and reviewing work, providing guidance, mentoring, and training.
PREFERRED QUALIFICATIONS
- Prefers five (5) years of professional Human Resources experience, preferably at the State of Illinois.
- Prefers five (5) years of experience interpreting and applying language from the Classification Plan, Personnel Code, Personnel Rules, Pay Plan, and Collective Bargaining Agreements ensuring compliance for class specifications, position and organizational structure change requests, and other classifications aspects.
- Prefers three (3) years of experience conducting and monitoring special projects for various organizational structure, personnel, and position related issues of a sensitive and confidential nature.
- Prefers three (3) years of experience establishing, monitoring, and communicating key performance measures for human resources staff in a hybrid work environment.
- Prefers one (1) year of professional experience using personnel-related computer systems and software, while instructing others in the usage of systems such as Human Capital Management (HCM), SuccessFactors, Employee Central (EC), and other similar systems.
CONDITIONS OF EMPLOYMENT

- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
