Position Overview

Under direction, this position will manage and coordinate quality assurance activities involving the statewide performance and production of the Client Payment Unit.  The position will provide analysis of identified foster care provider cases to ensure compliance with statewide policies, rules, and procedures.  The position will recommend qualitative programs and plans geared toward the enhancement of efficiency, effectiveness, and accountability of the statewide client payment process.  This position will review and conduct special studies and in-depth research and analysis of foster care provider cases to ensure timely and accurate responses to all inquiries regarding payment received.  This position provides a great opportunity for someone who is focused on ensuring that client payment services operate in the most efficient, effective manner possible.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership and communication capabilities.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Function

  • Serves as Client Payment Unit Quality Assurance Administrator
  • Recommends to management qualitative programs and plans geared toward the enhancement of efficiency, effectiveness, and accountability of the client payment process
  • Reviews and conducts special studies on the process of transferring clients from closed or downsized provider agencies in order to review and revise statewide policies and procedures for processing transition of payments and services
  • Conducts in-depth research and analysis of foster care provider cases throughout the state to ensure timely and accurate responses to all inquiries relating to payment received, including high profile cases referred from the Advocacy Office for Children and Families
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
  • Requires one year of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • 2 years of professional experience managing or conducting a quality assurance program in the budget/finance area of a public or business organization
  • 2 years of professional experience in the accounting, auditing, or financial field in a public or business organization
  • 2 years of professional experience conducting special studies and providing recommendations to management for greater effectiveness and efficiency of services in a public or business organization
  • 2 years of professional experience performing research and analysis in a public or business organization
  • 2 years of experience serving in a liaison capacity for a public or business organization
  • 2 years of experience in an office setting utilizing strong computer skills, particularly in Excel, and a working knowledge of other Microsoft Office products (Outlook and Word)
