CMPRP Specialist (Executive II)

Position Overview

The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $600 million in state and federal funds, 10 regional offices, 3 laboratories and over 1,100 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury. Organizes, plans, executes, monitors, and evaluates the operation of the CMPRP program. • Reviews, develops, and approves notices of funding opportunity, grant applications, and project scopes for grants. • Performs review and approval of CMPRP grant applications and budgets to ensure grant funds are expended appropriately in accordance with Grant Accountability and Transparency Act (GATA) requirements. • Conducts fiscal reviews of CMPRP grants to ensure compliance with GATA.

Essential Functions

• Organizes, plans, executes, monitors, and evaluates the operation of the CMPRP program.
• In consultation with the Assistant Bureau Chief and the Bureau Chief of Long-Term Care, develops, drafts, and submits to the Centers for Medicare & Medicaid Service (CMS) the annual state plan that describes how the State of Illinois will use Civil Money Penalties (CMP) for the upcoming calendar year.
• Serves as the subject matter expert on the CMPRP program.
• Collects, analyzes, and disseminates narrative and statistical reports related to the CMPRP program.
• Serves as subject matter expert on the grant process to assist with other grant projects.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
• Requires two (2) years of responsible administration experience in a public or business organization.

Preferred Qualifications

• Two (2) years work experience with spreadsheet applications (i.e., Microsoft Word, Microsoft Outlook, Excel, PowerPoint), development of Smartsheets or advanced features of word processing packages. 
• Two (2) years work experience in fiscal management, accounting, external auditing, budgetary planning and control or public accounting.
• Two (2) years experience working with the functions of Department programs and policies.
• One (1) year work experience utilizing policies and procedures relative to grants and contracts. 
• One (1) year work experience creating reports and graphs to provide statistical data. 
• One (1) year experience communicating both verbally and in writing. 

Conditions of Employment
