POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Human Resources Office is seeking to hire a Human Resources Representative to perform and conduct all aspects of the Posting, Hiring, Interview, and Selection process for CMS which includes but is not limited to the following: posting, bidding, job notifications, hiring, reference checks, union positions, Upward Mobility, Recall Lists, and conducting background research prior to interviews. POSITION ESSENTIAL FUNCTIONS

  • Under direction from the Hiring and Selection Manager, serves as a Hiring & Selection Representative. Independently performs and conducts all aspects of the Posting, Hiring, Interview, and Selection process for CMS which includes but is not limited to the following: posting, bidding, job notifications, hiring, reference checks, union positions, Upward Mobility, Recall Lists, and conducting background research prior to interviews.
  • Organizes and conducts structured interviews with a panel often consisting of a combination of employing entity managers and/or technical experts.
  • Serves as liaison and provides guidance to agency management/supervisors, CMS, HR staff, and others regarding hiring related inquiries.
  • Assists CMS Human Resources Classifications and Transactions units with the process of filling vacancies by reviewing and interpreting position descriptions of positions ready to fill as well as generating the necessary paperwork to fill those vacancies.
  • Prepares reports, correspondence, memorandums, charts, graphs, etc. for management approval to address management and/or other requests.
  • Prepares, maintains, and stores a variety of HR records and files.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires one (1) year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

PREFERRED QUALIFICATIONS

  • One (1) or more years professional experience gaining knowledge of the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, collective Bargaining Contracts, the structured interview process, Veterans Preference, the Comprehensive Employment Plan (CEP), and/or other departmental policies, procedures, and processes.
  • One (1) or more years professional experience in hiring and selection.
  • One (1) or more years professional experience framing correspondence and reports with grammatical correctness.
  • One (1) or more years professional experience gaining knowledge of state government and its processes.
  • One (1) or more years professional experience utilizing personnel-related computer systems, such as Personnel Examination and Eligibility Records System (PEERS), Human Resources Information System (HRIS), Electronic Eligibility List System (EELS), SuccessFactors, or a related Human Capital Management (HCM) system. 
  • One (1) or more years professional experience utilizing personnel-related templates, or other letter/symbol guides.

 

CONDITIONS OF EMPLOYMENT

  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires a valid driver’s license and the ability to travel.
