Position Overview
This position assists the Incident Management and Communications Systems Manager in the operation and maintenance of the Illinois Department of Transportation (IDOT) StarComm 21 Wireless Communications System. The communications equipment includes but is not limited to Global Positioning System (GPS) / Automated Vehicle Location (AVL) technology, wireless devices, phones, radios, and broadband equipment, network analyzers, spectrum analyzers, power meters, and radio frequency (RF) generators. This position monitors, troubleshoots, and repairs complex communications equipment.
Essential Functions
- Champions communications technology across the state.
- Maintains the wireless communications management database for the data storage of information.
- Prepares and provides reports and recommendations on communications technology.
- Compiles and analyzes communications technology data and prepares conclusions and recommendations.
- Participates in communications technology planning sessions, meetings, exercises, de-briefing meetings, etc.
- Provides data and input to departmental staff concerning communications systems.
- Develops training modules for selected target stakeholders. Teaches training modules once developed and gives presentations.
- Evaluates new methods, products, and procedures on select products to determine effectiveness in improving communications technology.
- Develops data for public review or informational meetings.
- Prepares and checks detail plans, design calculations, cost estimations and recommendations prepared by others for completeness, mathematical accuracy and conformity to communications practices and standards.
- Determines the validity and reliability of testing methods and procedures.
- Investigates problems and recommends methods to improve communications.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as required or assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in communications, information technology, electronic technology, land mobile radio (LMR) communications, business management, or LMR communications engineering PLUS two years of wireless or LMR communications experience or a combination thereof; OR Eight years of wireless or LMR communications experience or a combination thereof.
Preferred Qualifications
- Strong working knowledge in analog and digital communications.
- Ability to plan, organize, budget, and execute communications plans and programs.
- Electronics Technicians Association (ETA) International Certified Electronic Technician and/or Federal Communications Commission (FCC) General Radiotelephone Operator license.
- Any Internet Protocol (IP) networking certifications.
