Position Overview:
This position is responsible for administering contract compliance monitoring efforts to ensure that department construction projects are implemented in accordance with applicable special provisions for the department and federal and state legislation. These monitoring activities include any area of construction with an emphasis on compliance with the departments Disadvantaged Business Enterprise (DBE) program.
Essential Functions
- Manages and conducts field reviews to monitor DBE and prime contractor compliance with utilization plans as approved by the department.
- Investigates DBE compliance complaints and recommends an appropriate course of action for resolution.
- Conducts field inspections as assigned to monitor specific construction activities.
- Provides for the professional development of subordinate staff to maintain a high level of employee morale and work performance.
- Presents seminars regarding DBE compliance to contractors, industry associations, and others.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in business management, business administration, public administration, or a related field PLUS three years of experience administering contract compliance,
monitoring construction projects, administering programs, or a combination thereof, OR eleven years of
experience administering contract compliance, monitoring construction projects, administering
programs, or a combination thereof.
Preferred Qualifications
- Supervisory experience.
- Knowledge and understanding of federal and state laws and regulations pertaining to the DBE program.
- Experience working with contractors and the public.
- Strong oral and written communication skills.
Conditions of Employment
- Valid driver’s license.
- Frequent statewide travel which may include overnight stays.
- Successful completion of a background screening.

Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois
Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to
file annual Statements of Economic Interest with the Office of the Secretary of State that will be
made available for examination and copying by the public. All employees required to file a Statement
of Economic Interest are also required to file the Supplemental Statement of Economic Interest with
