Position Overview
This position is accountable for quality assurance, research, and new product testing of concrete and concrete related materials. It is also accountable for data analysis and dissemination of results such that adequate quality material is incorporated into department projects.
Essential Functions
- Provides consultation and interpretation of specifications and testing procedures to ensure that materials meet departmental specifications.
- Prepares correspondence and reports to assist the Concrete Technology Engineer in disseminating technical information regarding Bureau of Materials’ decisions, policies, and recommendations.
- Expertly and efficiently performs testing of concrete and related materials in the laboratory or the field, when required.
- Schedules and plans the activities of the laboratory such that test results are distributed to other bureau units, districts, contractors, fabricators, and producers in a timely fashion.
- Fosters a positive and productive working environment among laboratory staff and others through the establishment of cordial and productive management relationships.
- Develops innovative procedures, machinery, and specifications for the purpose of upgrading concrete technology used by the Concrete and Soils Unit.
- Coordinates the Bureau of Materials’ Concrete Tester training class which teaches the testing of concrete in the field.
- Trains, motivates, and evaluates subordinates to ensure a well-trained and competent staff.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience.
Preferred Qualifications
- Supervisory experience.
- Working knowledge of concrete, aggregates, cement, and other materials used in concrete construction.
- Strong oral and written communication skills.
- Ability to make decisions on quality and durability of products and materials.
- Working knowledge of departmental, AASHTO, and ASTM standards and testing methods.

- Occasional statewide or out-of-state travel which may include overnight stays.
- Successful completion of a background screening.
