Position Overview
This position is accountable for the assurance of high-quality Portland cement concrete (PCC) in pavements and structures for the department through supervision, technical guidance, development, and implementation of concrete quality management programs.
Essential Functions
- Ensures proper quality assurance testing and development of concrete related materials and test methods.
- Within the Concrete Laboratory, furnishes laboratory test data to district office staff, calibrates concrete testing equipment, and distributes concrete testing equipment and parts.
- Develops and furnishes interpretation of specifications, provides technical assistance, and develops and updates department publications.
- Acts as the resource for the department in relation to concrete technology.+
- Develops test procedures and specifications for new products and materials.
- Acts as the field liaison with district office staff to ensure that concrete plants produce mixtures in a specified manner.
- Develops and implements the Concrete Quality Control/Quality Assurance (QC/QA) Program.
- Provides concrete mix designs when requested by district office staff and maintains the approved materials lists.
- Ensures the department has staff adequately trained to teach the Concrete Tester course.
- Provides consulting and testing services to in-state and out-of-state government agencies.
- Provides liaison for the materials industry to keep the department abreast of developments in concretetechnology.
- Trains, motivates, and evaluates subordinates to ensure a well-developed and competent staff.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Five years of experience in civil engineering.
Preferred Qualifications
- Supervisory experience of any duration
- Experience in highway engineering.
- Knowledge of various types of concrete mixtures and relevant and emerging test methods for plastic and hardened concrete.
- Knowledge of American Association of State Highway and Transportation Officials (AASHTO) and
- American Society for Testing and Materials (ASTM) standards.
- Ability to make decisions regarding quality and durability of products and materials.
- Ability to maintain cooperative relationships with coworkers and industry staff.
- Strong oral and written communication skills.
Conditions of Employment

- Requires successful completion of a background screening.
- Requires occasional statewide and out-of-state travel which may include overnight stays.
