Position Overview

 

This position is accountable for central administration of highway construction contracts.  In addition, this position is responsible for administrative, budgetary, personnel, and other supportive services for the Bureau of Construction.

Essential Functions

  • Develops policies, procedures and controls to facilitate attainment of Bureau of Construction accounting and administrative objectives.
  • Directs and coordinates activities of the Construction Administration Section in a timely, accurate, and cost-effective manner to meet department objectives.
  • Maintains a system of accurate and timely records and reports to facilitate top management decision-making.
  • Ensures timely and accurate submittals of mandated reports.  Ensures that inquiries from executive management, legislative liaisons, auditors, or other stakeholders are responded to appropriately and within a timely manner.
  • Provides services and assistance to the districts and contracting industry.
  • Trains, evaluates, and motivates staff to ensure a well-developed competent staff.
  • Tracks all training requirements for bureau personnel and acts as Construction’s statewide training coordinator.
  • Serves as the Bureau of Construction’s liaison for the Bureau of Personnel Management for most personnel-related inquiries and assignments and prepares and processes paperwork for staffing adjustments as approved by the Engineer of Construction.
  • Coordinates in-state and out-of-state travel, manages the bureau’s operating budget, approves employee time records, and processes paperwork to ensure timely reimbursements.
  • Conducts special assignments in a timely, accurate, and cost-effective manner.
  • Administers default, cancellation, and assignment of contracts to ensure speedy completion of projects.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, management, public administration, or a related field PLUS three years of experience in business, public administration, government operations, personnel procedures, financial accounting, project management, or a combination thereof; OR Eleven years of experience in business, public administration, government operations, personnel procedures, financial accounting, project management, or a combination thereof.
     

Preferred Qualifications

  • Supervisory experience.
  • Ability to plan, organize, and execute administrative program requirements.
  • Ability to plan and direct the efforts of employees for efficient accomplishment of program objectives.
  • Ability to coordinate operational and policy aspects of a major administrative program.
