Position Overview
Capital Development Board (CDB) is hiring a Contract Executive in the division of Contract Administration! This position is accountable for the professional services fee negotiations and contracting activities of the Capital Development Board.
Essential Functions
- Establishes and documents a centralized professional service fee and contract negotiation process.
- Implements the centralized Architect/Engineer (A/E) fee negotiation process.
- Negotiates A/E contracts and other professional services agreements, supervises and counsels project managers during fee negotiations.
- Reviews for compensability and makes recommendations on A/E fee modifications according to Capital Development Board guidelines.
- Identifies and assists user agencies and the CDB to develop design contracts that accurately respond to project scopes.
- Participates in the review and re-drafting of project scope statements as required for advertising or professional services and to effectively negotiate contracts and fees.
- Reviews front end bid documents to ensure posted bid solicitations are accurate and complete.
- Assists with bid addenda to help ensure a timely determination in order to maintain scheduled bid openings.
- Assists CDB training staff to develop and provide training that is necessary to implement the processes.
- Performs other duties as required and assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably in a construction-related field or in areas of study such as business administration, public administration, finance or accounting.
Preferred Qualifications
- Prefers two (2) years' experience in a construction-related field such as architecture or engineering and/or a professional license.
- Prefers thorough knowledge of construction costs, contract law and administration, and general engineering/architecture practices.
- Prefers strong analytical abilities, general accounting principles, and negotiation skills.
- Prefers ability to apply human relations skills in the interaction with governmental agencies, the private sector, CDB staff and the general public.
- Prefers ability to exercise judgment and discretion in interpreting and implementing policy and procedures.
Conditions of Employment
1. Requires completion of a background check and self-disclosure of criminal history.
2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
