POSITION SUMMARY

Have contract management experience? Have experience managing vendor client relationships? The Illinois Department of Central Management Services is seeking an organized, professional, and results oriented individual to serve as the Contracts/Obligations Manager in the Bureau of Property Management. Under general direction of the Assistant Fiscal Officer, this managerial position will oversee General Recurring/Monthly Services for the agency's leased and owned facilities and property leases to ensure proper filing and maintaining service contracts that are vital to business partner and vendor relationships. The ideal candidate should possess experience in fiscal, financial, and leasing principals and practices, have strong analytical oral/written communication, and also possess advanced experience in Microsoft Office software.

POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction of the Bureau of Property Management (BoPM) Assistant Fiscal Officer, confers with client agencies to monitor the contract and obligation process for General Recurring/Monthly Services of facilities.
  • Serves as Facilities Management Contracts/Obligation Manager for General Recurring/Monthly Services for CMS Leased and Owned facilities.
  • Serves as full line supervisor.
  • Serves as a resource to property owners, landlords, and officials from client agencies.
  • Conducts ongoing analysis and research of progress on operational components of the facility management contract/obligations operations and researches methods of enhancement.
  • Represents the Fiscal Officer and Assistant Fiscal Officer for the Bureau of Property Management on assigned tasks and committees.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with courses in Fiscal Management, Accounting, Budgets, Internal Audits, Insurance, and/or Financial.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative work experience in accounting/finance, in either private or public sector, including accounts receivable, accounts payable, general ledger systems, preparing financial reports and statements, contract billing, and/or lease administration.

PREFERRED QUALIFICATIONS

  • Prefers two (2) years of professional experience in Contract Obligation Documents and Amendments.
  • Prefers two (2) years of professional experience utilizing accounting/procurement software, such as Enterprise Central Component (ECC), BidBuy, and Supplier Relationship Management (SRM).
  • Prefers two (2) years of professional experience adhering to standardized accounting procedures, such as those found in the Statewide Accounting Management System (SAMS) Manual.
  • Prefers two (2) years of professional experience supervising and/or managing staff.
  • Prefers two (2) years of professional experience with reconciliations and dispute resolution with vendors.
  • Prefers two (2) years of professional experience with preparing detailed projections of contractual services.
  • Prefers two (2) years of professional experience with costing and analyzing contracts.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Per Executive Order 2018-07, this position requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of BEP program and the Fair Contracting Task force when applicable.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
