Position overview:

The Illinois Department of Innovation and Technology/Healthcare and Family Services – Bureau of Technical Operations is seeking a highly motivated web developer to provide expert-level technical assistance in support of the Third-Party Liability Electronic Database (TED) conversion. The purpose of this Personal Services Contract (PSC) is to fulfill legislatively mandated requirements by updating and transitioning the existing information technology systems to the new Third-Party Liability Electronic Database (TED). This modernization effort is essential to maintaining the integrity and efficiency of systems. The selected individual will play a key role in ensuring a successful transition to TED and supporting the Bureau's mission to recover funds and protect public resources.

Essential Functions

  • Analysis, coding and troubleshooting existing information technology infrastructure for the Bureau of Collections
  • Migrate, trouble shoot, analysis of the ‘to be’ TED application
  • Collaborate with various agencies, vendors and HFS staff to facility the needs of the TED project

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with courses information technologies, such as programming, analysis and design, and data mapping
  • Requires four (4) years of progressively responsible administrative experience in information technologies

Preferred Qualifications

  • Prefers a minimum of four (4) years of increasingly responsible technical application development in a public or business organization managing a Medicaid Program and Third-Party Liabilities
  • Prefers a minimum of three (3) years of experience working with Visual Basic for Application (VBA)
  • Prefers a minimum of three (3) years’ experience creating and presenting conceptual and technical design documentation
  • Prefers a minimum of three (3) years of experience performing impact analysis
  • Prefers a minimum of three (3) years of experience completing timeframe estimations
  • Prefers a minimum of three (3) years of experience working with Agile Project Management (APM)
  • Prefers a minimum of three (3) years of experience working with VBA, DB2 and SQL database analysis and manipulation
  • Prefers a minimum of three (3) years of experience conducting test results analysis
  • Prefers a minimum of three (3) years of experience performing code integration tasks
