POSITION DESCRIPTION:
The Department of Healthcare and Family Services, Bureau of Long-Term Care is seeking to hire an experienced contractual employee to assist in Long-Term Care reimbursement and formulation of rate methodology. The ideal candidate will have the ability to analyze existing and proposed long term care policies and procedures; assist in evaluation of Supportive Living Program and ICF/DD/MCDD rates and reimbursement; support Home and Community Based Services ARPA funding. The ideal candidate will have strong data analytic skills; understanding of the Minimum Data Set data and its implication in long term care rate setting; a strong knowledge of the relationship between Payroll Based Journal data as it relates to the Certified Nurse Assistant incentive payment program; experience with drafting State Plan Amendments and administrative rules as it correlates to Long Term Care; and an operational knowledge of Medicaid reimbursement and associated federal finance issues.

Job Duties
- Train newly hired staff members on the policy and reimbursement processes.
- Provide oversight and assistance in rate reform efforts being completed by newly hired staff members.
- Focus on Home and Community Based Services (HCBS) American Rescue Plan Act (ARPA) project.
- Coordinate and assist in the resolution of Long-Term Care (LTC) reimbursement related issues.
- Document and maintain records of all work activities, decisions, and outcomes related to Bureau operations.
- Provide assistance with priority projects, as needed.
Minimum Qualifications
- Requires working knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires four (4) years of Medicaid reimbursement and associated federal finance knowledge.
Preferred Qualifications
- Prefers a minimum of four (4) years of experience with Medicaid Claims Data specifically client, provider and institutional services.
- Prefers a minimum of four (4) years of experience working with complex Medicaid reimbursement methodologies for a public or private organization.
- Prefers a minimum of four (4) years or experience adopting State Plan Amendments and Administrative rules as it relates to long term care.
- Prefers a minimum of three (3) years of professional experience analyzing Minimum Data Sets as it related to long term care rates.
- Prefers a minimum of four (4) years of professional experience developing and implementing reimbursement programs, policies, and procedures to ensure compliance with State and Federal guidelines.
- Prefers a minimum of three (3) years of professional experience analyzing Payroll Based Journal data as it relates to the Certified Nurse Assistant incentive payment program.
- Prefers a minimum of two (2) years of experience working with Home and Community Based Services and ARPA funding.
