The Department of Healthcare and Family Services (HFS), Bureau of Collection Services (BOC) is seeking a highly skilled and experienced contractor to serve as Special Project Coordinator to provide analysis and project support for the implementation of the Third-Party Liability Electronic Database (TED) through knowledge transfer, analysis of testing results, and evaluation of system capabilities and design.

The ideal candidate will have a thorough understanding of the internal workings of Illinois state government and extensive knowledge and experience with various State of Illinois electronic systems that will interact with and supply data to TED including, but not limited to, the Medicaid Management Information System (MMIS), Illinois Medicaid Program for Advanced Cloud Technology (IMPACT), SAS Institute Software (SAS), Integrated Eligibility System (IES), and others. The ideal candidate will demonstrate the ability to work cohesively with internal and external partners to develop and analyze best practices and achieve set goals while demonstrating independent initiative. The candidate shall possess strong communication skills.

Essential Functions

  •        Serve as Subject Matter Expert for the implementation of the Third-Party Liability Eligibility Database (TED) and act as a lead worker for BOC on that project.
  •        Provide expertise and analysis of TED design options and user acceptance testing results.
  •        Review and revise workflows and processes to assimilate TED capabilities and ensure a seamless transition from the current system to TED.
  •        Provide insight and assistance with the development of certification documentation to be provided to the United States Centers for Medicare and Medicaid Services (CMS) at the conclusion of the project.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Prefers a minimum of four (4) years of experience working with Medicaid recovery processes, policies, procedures, federal regulations, pertinent sections of the Social Security Act and State statutes including the Illinois Public Aid Code 305 ILCS
  • Prefers a minimum of four (4) years of experience working with the State of Illinois Integrated Eligibility System
  • Prefers a minimum of four (4) years of experience working with the State of Illinois Medicaid Management Information System
  • Prefers a minimum of four (4) years of experience working with the State of Illinois, Illinois Medicaid Program for Advanced Cloud Technology
  • Prefers a minimum of four (4) years of experience working with the State of Illinois Third Party Liability Eligibility Database
  • Prefers a minimum of ten or more years in State of Illinois government, with at least two years in an executive leadership position (Bureau Chief or higher)
