Position overview:
The Department of Healthcare and Family Services is seeking a highly skilled and detail-oriented Senior Data Analyst to support the agency’s data-driven initiatives and provide valuable insights that inform decision-making and improve outcomes across the Illinois Medicaid program. This hands-on role will analyze, interpret, and manage complex data strengthen delivery, enhance program performance, and improve service delivery. The ideal candidate will bring a strong combination of analytical acumen and technical expertise, using data to advance health equity and support HFS’s mission of delivering comprehensive, high-quality healthcare coverage to Illinois residents.

Essential Functions
- Perform advanced SQL-based data analysis, extraction, and validation to support reporting, auditing and operational needs
- Identify and resolve data discrepancies and quality issues through root-cause analysis and corrective action
- Support and troubleshoot data interfaces between the Department’s systems, vendor platforms, and external partners
- Process and transform large volumes of flat files (CSV, XML, JSON) for integration across Medivaid and internal data systems
- Develop, monitor, and maintain secure data exchanges using SFTP/FTPS and related automated tools
Minimum Qualifications
- Requires a Bachelor’s degree in computer science, information technology, business or related field
- Requires a minimum of three (3) years working hands on with SQL or similar query languages
Preferred Qualifications
- Three (3) years of experience performing hands-on data analysis using SQL or similar query languages
- Three (3) years of experience supporting or maintaining data interfaces, integrations, or ETL processes between multiple systems or vendors
- Three (3) years of experience of demonstrating analytical and problem-solving skills using data to identify issues, trends, or process improvements
- Three (3) years of experience working with structured data formats such as flat files (CSV, XML, JSON) to validate, transform, and integrate data
- Three (3) years of experience using secure file transfer methods such as SFTP, FTPS, or similar automated data exchange tools
- Three (3) years of experience of working knowledge of data security practices, confidentiality requirements, or compliance with state and federal data privacy standards
- Two (2) years of experience working with Medicaid eligibility or enrollment systems such as MMIS, IES, or Managed Care Organization (MCO) data platforms
- Two (2) years of experience validating data accuracy and documenting findings or processes to support cross-team collaboration and system integrity
