Position overview:
The Department of Healthcare and Family Services, Child Support Services, is seeking a high-energy individual with experience in the formulation of policy, rules, regulations, and laws. The successful candidate will be responsible for drafting clear guidance for staff and supporting system changes, particularly in relation to the upcoming system modernization project, EPIC.
The ideal candidate will demonstrate the ability to work collaboratively with internal and external teams across the agency to ensure services are accessible, efficient, family-centered, and compliant with statutory requirements. Strong leadership skills are essential to achieve program goals, along with independent initiative, the ability to anticipate operational impacts, shape policy to align with new workflows, and communicate changes with clarity and precision.

Essential Functions
- Contribute to EPIC modernization
- Evaluate and review rules, laws, and regulations
- Update policies and manuals
- Provide system support and recommend process changes
- Monitor, review, respond to, and assist staff with legal changes and questions
- Create and improve department forms
Minimum Qualifications
- Requires working knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires four (4) years of experience working in the development and implementation of policies, rules, regulations, and laws related to the administration of Illinois Child Support Services in compliance with Title IV-D of the Social Security Act
Preferred Qualifications
- Minimum of four (4) years of professional experience evaluating, writing, interpreting, and communicating state and federal policies, rules, regulations, and laws
- Minimum of four (4) years of professional experience working on complex child support policies, rules, regulations, and laws
- Minimum of four (4) years of professional experience drafting administrative rules related to Child Support Services
- Minimum of four (4) years of professional experience analyzing child support case information and details
- Minimum of four (4) years of professional experience developing and implementing child support programs, policies, and procedures to ensure compliance with state and federal guidelines
- Minimum of four (4) years of professional experience creating or enhancing job aids, process maps, forms, manuals, and help expert messaging
- Minimum of two (2) years of experience working with PEGASUS
Conditions of Employment
- Requires the ability to pass a background check prior to employment
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Requires availability to work standard business hours
