Marketing Statement

The Illinois Department of Public Health is looking for an Accountant to help on a COVID-19 Equity Grant. Contractual work allows the COVID-19 Accountant consultant sufficient flexibility to perform this important work.

Job Responsibilities

   

  • For the COVID-19 Equity Grant prepares detailed monthly financial reports for fiscal manager, summarizes obligations and expenditures by project and fund.
  • Analyzes COVID-19 Equity Grant routine operations expenditures and determines if the costs charged are accurate and in compliance with federal expenditure guidelines. Completes invoice voucher for payment and record expenditures in SAP and in electronic spreadsheets.
  • Analyzes COVID-19 Equity Grant travel vouchers submitted for program staff; verifies mileage rate; per diem; lodging rate and other claims; records each transaction in SAP and electronic spreadsheets. 
  • Prepares COVID-19 Equity Grant obligation documents for grants and contracts; reviews monthly billing submissions and completes SAP vouchers for payments to grantees and vendors.
  • For the COVID-19 Equity Grant analyzes program obligations and expenditure patterns, alerts supervisors to potential problem areas; discusses fiscal matters with program staff; assists program staff with fiscal questions; verifies expenditures and obligations to the appropriate account and project; and works with the Division of Financial Services to correct errors.

Minimum Qualifications

  • Requires knowledge and skill equivalent to completion of four years of college preferably with courses in business administration and accounting or technical accounting experience.
  • Requires basic knowledge of professional accounting and auditing theory, principles, methods, and procedures.

  • Requires basic knowledge of the laws, rules, and regulations relating to state and non-state accounting or auditing procedures

Preferred Qualifications

  • Prefer 2 years experience working with preparation of detailed financial reports, summarizing obligations and expenditures.
  • Prefer 2 years experience working with routine operations expenditures and can determine if the costs charged are accurate and in compliance with federal expenditure guidelines.
  • Prefer 2 years experience with review of travel vouchers submitted for program staff; able to verfy mileage rate; per diem; lodging rate and other claims; and can record each transaction in electronic spreadsheets. 
  • Prefer 2 years experience with obligation documents for grants and contracts; can review monthly billing submissions and complete vouchers for payments to grantees and vendors.
  • Prefer 2 years experience analyzing program obligations and expenditure patterns; alerts supervisors to potential problem areas; discusses fiscal matters with program staff; assists program staff with fiscal questions; verifies expenditures and obligations to the appropriate account and project; and works with the Division of Fiscal Services to correct errors.

Work Hours:  Monday - Friday 8:30AM - 5:00PM 
Work Location: 535 W Jefferson St Springfield, IL 62702-5076 

Positions will be working remote for now with a plan to work in the Springfield IDPH office.
