Job Responsibilities
Under administrative direction, this position is responsible as the Division Supervisor for the efficient operation of the Central Veterans' Service Office Division. Public relations and communications are significant responsibilities of this position; this position represents the Governor and/or Director as; required or assigned.
1. Supervises staff, assigns work; approves time off, provides guidance and training. Gives oral and written reprimands; effectively recommends discipline greater than written reprimands as well as grievance resolutions; completes and signs performance evaluations. Establishes annual goals and objectives, counsels staff on problems with productivity, quality of work: and conduct; determines staffing needs to achieve program objectives: Reviews activity reports provided by each office within the division.
2. Directs the operation of the Veterans' Service Officers engaged in assisting veterans, their spouses and dependents and survivors in obtaining any federal, state, or local benefits for which they are· eligible. Visits Veterans' Service Offices assigned to the Central division to evaluate operations and make changes as needed or mandated; establish procedures to implement new programs. Interprets and advises on direction and changes to existing programs and. schedules training \with the United States Veterans' Administration and state agencies as required.
3. Develops goals and objectives as a part of the overall direction for the Department's mission statement; analyzes division operations for efficiency; develops workflow, time requirements for programs e.g. maximizing federal Veterans' Administration benefits. Meets with officials of numerous, other human services agencies as part of an interagency referral system to assure all veterans receive benefits for which they are eligible.

4. Represents the Governor and/or Director at veteran related activities conducted in ·the public forum, when requested, addresses the media on Department of veterans' issues
5. Meets with the Director and Assistant Director, as a member of the Policy Committee, to address issues, concerns and problems concerning benefits and operations. Prepares position papers on needs for policy, program, or operational changes. Evaluates services being, provided in relation to resources available; advises on resource identifying needs for additional resources, service deficiencies, internal control requirements, in operations other issues and concerns.
6. Reviews complex veterans' claims for benefits that are being adjudicated in administrative proceedings before the United States Veterans' Administration; provides advice and consultation to the veteran's representative; provides guidance to admission process into the Illinois Veterans' Homes statewide.
7. Works with community, local and state government groups to provide advice and consultation on developing or ongoing operations of service delivery systems for veterans.
8. Accountable for state property within assigned division/section as determined by department's property control policy. Maintain inventory control, complete all required forms for property control monitors documentation to ensure completion of annual inventory.
9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in business or public administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization and extensive knowledge of Agency policy and procedures.
- Requires honorable discharge from service in the Armed Services of the United States.
Knowledge, Skills & Abilities
- Requires extensive knowledge of benefits available to veterans and their dependents and the federal and state laws and regulations governing their administration.
- Requires ability to supervise and coordinate the efforts of a geographically dispersed staff.

5. Requires ability to work at various times outside of normal office hours to meet deadlines.
