Position Overview
The Department of Insurance is seeking to hire a Deputy Director of Market Conduct to perform highly responsible administrative work in directing the Market Conduct Division. This position plans, organizes and directs the activities of a large staff of technical personnel who conduct market conduct examinations of the entire operations of all insurance companies licensed to conduct business in the State of Illinois; assists in policy development and implements policies and procedures relative to the planning, development and administration of all regulation of insurance carriers; participates on task forces and committees of the Department and insurance industry for developing, researching and/or implementing new policies or procedures; leads agency efforts at the National Association of Insurance Commissioners, Insurance Regulatory Examiners Society and Market Analysis working groups to support national exams and lead exams of insurance carriers in Illinois; directs the preparation for and conducts informal meetings with company representatives regarding the content of examination reports; serves as full line supervisor; initiates operations methods and procedures. Essential Functions
• Plans, organizes, and directs the activities of a large staff of technical personnel who conduct market conduct examinations of the entire operations of all insurance companies licensed to conduct business in the State of Illinois:
• assists in policy development and implements policies and procedures relative to the planning, development, and administration of all regulation of insurance carriers;
• assists the Chief Deputy Director of Product Lines or Director in performing advisory work with legislative officials, various public and private agencies, and representatives of Insurance Regulatory departments in other states;
• participates on task forces and committees of the Department and insurance industry for developing, researching and/or implementing new policies or procedures;
• exercises initiative and authority in representing the Department in contacts with other agencies.
• Serves as full line supervisor:
• assigns and reviews work;
• provides guidance and training to assigned staff;
• counsels staff regarding work performance;
• reassigns staff to meet day-to-day operating needs;
• establishes annual goals and objectives;
• approves time off;
• adjusts first level grievances;
• effectively recommends and imposes discipline, up to and including discharge;
• prepares and signs performance evaluations;
• determines and recommends staffing needs.
Essential Functions Cont'd
• Directs the preparation for and conducts informal meetings with company representatives regarding the content of examination reports, directs the drafting of legal documents relating to the concluding of regulatory action and represents the Chief Deputy Director of Product Lines or Director at regulatory hearings of insurance companies: travels to attend meetings and hearings.
• Participates in agency efforts at the National Association of Insurance Commissioners, Insurance Regulatory Examiners Society and Market Analysis working groups to support national exams and lead exams of insurance carriers in Illinois.
• Assists in the establishment of Department programs and policies:
• interprets executive orders for agency personnel;
• recommends procedures for program operation and implementation with the Department;
• directs studies involving procedural and program analysis, standards development and research and program planning for the Department.
• Makes estimates for personnel services in conjunction with budget matters and requests:
• coordinates the budget with updated personnel procedures and other operational funds;
• directs the preparation of the budget proposals for the area and makes recommendation for their implementation.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college supplemented by coursework in auditing, accounting, finance, or insurance.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the insurance industry and requires Market Conduct management (MCM) designation.

• Prefers four (4) years of experience gaining thorough knowledge of the Illinois Insurance Code and Administrative Rules.
• Prefers four (4) years of experience gaining thorough knowledge of agency programs and service objectives, activities, and operational systems.
• Prefers four (4) years of experience gaining thorough knowledge of staff utilization and employee motivation.
• Prefers four (4) years of experience gaining extensive knowledge of agency policies and procedures.
• Prefers four (4) years of experience developing and managing a major agency program.
• Prefers four (4) years of experience analyzing administrative programs and adopting an effective course of action.
• Prefers two (2) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
• Prefers two (2) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
• Prefers two (2) years ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
• Prefers two (2) years ability to develop and maintain cooperative working relationships.
