Position Overview

Join our leadership team as the Chief Financial Officer, guiding the Division of Finance and Administration with vision, expertise, and strategic impact. In this executive role, you will shape financial policy, direct complex fiscal operations, and ensure the integrity of the agency’s financial stewardship. You will lead accounting, budget development, procurement, claiming, and grant accountability functions while overseeing fiscal and administrative services across multiple bureaus. As a key advisor to executive leadership, you will develop and implement policies, internal controls, operational standards, and long‑term program goals that strengthen financial performance and support informed decision‑making. You will represent the agency in legislative hearings, collaborate with state and federal partners, and serve as a critical liaison to oversight entities including the Office of the Comptroller and the Governor’s Office of Management and Budget. This role offers the opportunity to drive large‑scale financial operations, evaluate complex legislation, enhance organizational efficiency, and lead the development and negotiation of the agency’s annual budget. If you excel in high‑level financial management, strategic planning, and multi‑agency collaboration, this position provides a meaningful platform to influence statewide fiscal policy and strengthen the financial health of our programs.

Essential Functions

  • Serves as the policy formulating Chief Financial Officer for the Division of Finance and Administration, directing the accounting, budget, procurement, claiming, and grant accountability operations of the Department.
  • Plans and directs complex, sensitive, and technical operations relating to the development and administration of the agency budget, procurement, accounting, claiming and grant accountability policies, procedures, and operations for the agency.
  • Serves as full line supervisor.
  • Directs the division’s response to requests from internal and external auditors.
  • Performs other duties, as required, or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a bachelor’s degree in finance, accounting, economics or business administration.
  • Requires prior experience equivalent to five years of progressively responsible administrative experience in budgeting, finance, or accounting in a public or private business organization.

Preferred Qualifications

  • Prefers five (5) years of professional experience developing and managing a major agency, public, or private organization program.
  • Prefers five (5) years of professional experience making decisions involving significant amounts of money and justifying/supporting those decisions.
  • Prefers five (5) years of professional supervisory experience with advanced management and leadership skills.
  • Prefers five (5) years of experience with agency programs and service objectives, activities, and operational systems.
  • Prefers five (5) years professional experience assessing fiscal/policy impacts of legislation proposed or enacted by a legislative body such as the Illinois General Assembly or the US Congress.
  • Prefers five (5) years of administrative experience in a State government utilizing common fiscal software such as SAP, BidBuy, Amplifund, or similar software.
  • Prefers a master’s degree in business administration.

Conditions of Employment

  • Requires ability to pass a criminal background check.
  • Requires ability to travel quarterly without overnight stays.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
