Position Overview:
The Abraham Lincoln Presidential Library and Museum (ALPLM) is seeking to fill the role of Chief Fiscal Officer to provide strategic leadership and oversight of all financial, budgetary, and procurement functions. This position is responsible for developing and implementing programmatic, division‑level budgets and preparing the agency’s comprehensive budget submissions. The incumbent will serve as the agency’s primary spokesperson on matters related to the ALPLM budget, fiscal operations, and financial planning.

Essential Functions
- Serves as the Chief Fiscal Officer
- Develops and implements programmatic division-level budgets and overall agency budget requests
- Serves as agency spokesperson on all matters related to the agency budget and fiscal operations
- Servs as full-line supervisor
- Serves as the Agency Purchasing Officer (APO)
- Coordinates with other agency division directors to monitor and manage income from the agency membership program and donations
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with coursework in accounting or finance.
- Requires four (4) years progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, or finance.
Preferred Qualifications
- Certified Public Accountant.
- Prefers 4 or more years in budget development.
- Prefers 4 or more years of experience developing organizational policies and procedures related to fiscal and/or budgetary operations.
- Prefers 3 or more years of experience working with complex procurement systems.
- Prefers 2 or more years of prior experience working with external auditors.
- Prefers 1 or more years of experience testifying before a government body
- Prefers 2 or more years of supervising staff.
- Prefers prior experience with SAP.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires completion of a background check and self-disclosure of criminal history
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires use of an agency-supplied mobile phone.
- Requires ability to work at a worksite with 24/7 security and video surveillance.
