Position Statement
- The mission of The Illinois Deaf and Hard of Hearing Commission shall promote system change, community education and collaboration to advance effective communication access for all individuals with hearing loss in Illinois. The Chief Operating Officer, (COO), Implements, manages, and directs operational functions for the Commission maintains all policy manuals and procedures. As the COO, confers with Director on concerns for the Commission explains those concerns to Agency Administrative staff and to other interested parties outside the Agency to always ensure office operations. Serves as transactions coordinator, prepares agency personnel transactions including, but not limited to, appointments, transfers, promotions, demotions, special salary adjustments, appropriation number changes, suspensions, discharges, and reversals. Compiles monthly/quarterly/ yearly reports and files for Personnel Interview Selection, Payroll, Group Insurance, Deferred Compensation, Worker's Compensation, Employee Assistance, and Flex- time programs.
Essential Functions
- The Chief Operating Officer (COO) Implements, manages, and directs operational functions for the Commission maintains all policy manuals and procedures.
- Plans and directs budgeting appropriation and accounting programs for the Commission.
- Serves as Payroll and Time-keeping administrator for the agency.
- Maintains and procures all office equipment and supplies for the Commission.
- Utilizes sign language to communicate with those who are deaf and hard of hearing, including clients, government officials, legislative staff and others as required.
- Maintains financial records in an electronic data processing system for the Commission ensuring coordination with the Comptroller's Office or similar stakeholder, utilizing an automated financial system.
- Performs other duties as required or assigned which are reasonably encompassed within the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires three (3) years of progressively responsible administrative experience in a public or business organization.
- Requires utilization of Sign Language to communicate with deaf and hard of hearing individuals or groups with hearing loss.
Preferred Qualifications
- Prefers two (2) years' experience managing operational needs of a public or private organization in coordination with executive level leadership.
- Prefers two (2) years of budgeting or accounting experience following procedures, policy, or laws governing appropriated funds.
- Prefers two (2) years' experience managing employee payroll, accounts payable, and successful budget execution.
- Prefers two (2) years of experience conducting Human Resources Management functions to include, labor, position classifications, hiring, and transactions utilizing Human Capital Management (HCM) or other electronic personnel management software.
- Prefers one (1) year experience effectively communicating with sign language in a personal or professional setting or have held an interpreter license.
Conditions of Employment
- Requires ability to utilize the sign language in the performance of all duties.
- This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

- The Illinois Deaf and Hard of Hearing Commission (IDHHC) is the state agency that advocates for and promotes legal requirements to ensure effective communication for deaf and hard of hearing individuals in Illinois.
- The Commission actively promotes the independence of deaf, hard of hearing, and deafblind individuals through the provision of technical assistance and training to enhance public and private programs, and through the development and advocacy of legislative and policy recommendations that ensure accessibility.
- The Commission provides comprehensive statewide resources to assist the Deaf, Hard of Hearing, and Deaf Blind communities in Illinois.
