Position Overview
The Illinois Prisoner Review Board is seeking to hire a motivated, self-starting Chief Operating Officer. The Chief Operating Officer is directly under the Chief of Staff and will be responsible for the administration and oversight of all of case management operations for the agency and the staff engaged in those efforts. The Chief Operating Officer will also be tasked with training new and current Board Members, updating training materials, policies, and procedures as needed. The ideal candidate will have previous supervisory experience, be self-motivated, pay great attention to detail, be comfortable with verbal and written communication, and be able to work well with the public, staff and Senior Management. Essential Functions
- Under direction of the Executive Director of the Prisoner Review Board (PRB), serves as Chief Operating Officer.
- Provides administrative direction and oversight to PRB staff engaged in case management supporting the functions and operations of the agency.
- Provides administrative direction and oversight for training and quality assurance for the Board.
- Serves as full line supervisor of subordinate supervisory staff.
- Represents the Board in meetings with other internal State stakeholders (e.g. IL Department of Corrections or Governor’s Office) and participates in meetings with external stakeholders at the request of the Executive Director.
- As a member of the senior leadership team, provides input into Board-level policy discussions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in criminal justice, law, public administration, and/or business administration.
- Requires four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers five (5) years of experience supervising professional staff.
- Prefers at least one (1) year of project management experience using continuous improvement/process improvement methods such as Lean, Six Sigma, Total Quality Management, Value Stream Mapping, or similar.
- Prefers four (4) years of professional experience developing policies and procedures.
- Prefers three (3) years in a management role in a unionized workforce/workplace.
- Prefers two (2) years providing training for internal and external stakeholders.
Conditions of Employment
- Requires ability to successfully pass Illinois Department of Corrections, Illinois State Police and county jail background checks as necessary to enter required correctional facilities throughout Illinois.
- Requires ability to travel in the performance of duties, with overnight stays as
appropriate. Requires appropriate, valid driver’s license. - Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability, on rare occasions, to work in a 24 hour ‘on call’ capacity.
- Requires ability to use agency supplied equipment (i.e., mobile phone, laptop, etc.).
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a
Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the
Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. - The conditions of employment listed here are incorporated and related to any of the job duties as listed in the job description.
About the Agency
The Illinois Prisoner Review Board's mission is to function under statutory authority as a quasi-judicial body with a primary focus on public safety. It further acts as a checks and balances on other state and local institutions. The Board imposes release conditions for incarcerated individuals who are exiting penal facilities, revokes and restores good conduct credits from inmates and conducts hearings to determine whether parolees have violated conditions of parole. The Board also notifies victims and their families when an inmate is about to be released from custody.
