The Department of Healthcare and Family Services is seeking a highly capable and experienced professional to serve as the Classifications Manager in the Division of Personnel and Administrative Services. The ideal candidate will be a dynamic and experienced professional to take on a challenging and rewarding leadership role within our organization. The ideal candidate will bring proven management and supervisory experience in a government setting, with a strong background in personnel action requests and HR processes. This individual will possess exceptional judgment in setting priorities, resolving issues proactively, and ensuring timely, accurate results. Collaboration is key in this role and the ideal candidate will work closely with both internal teams and external partners to achieve shared goals. Essential Functions
- Subject to management approval, serves as Manager for the Classifications Section in the Illinois Department of Healthcare and Family Services (HFS) by planning, directing and evaluating the statewide, centralized Position Classification program
- Directs and coordinates HFS Classification activities
- Develops and implements a management support program for the review of position and organization proposals from all divisions and bureaus of the Agency, covering the statewide deployment of staff
- Serves as full line supervisor
- Plans, directs, and evaluates management review projects involving all employees and positions in a division or bureau, statewide
- Plans and directs special reviews of Division of Personnel and Administrative Services (DPAS) operations for the DPAS Administrator
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Three (3) years of professional experience directing a position classification program
- Three (3) years of professional experience developing and reviewing job descriptions
- Three (3) years of professional experience providing advice and counsel to management regarding classification issues
- Three (3) years of professional experience interpreting policies and procedures for human resources
- Three (3) years of professional experience establishing and monitoring goals and objectives for an organization
- Three (3) years of professional experience managing multiple projects simultaneously
- Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism
- Two (2) years of supervising professional level staff
- Two (2) years of experience providing expert technical advice and assistance to managers in resolving unusual and problematic situations
Conditions of Employment

- Requires the ability to utilize and maintain state issued equipment such as a laptop
