Position overview:
The Illinois Department of Healthcare and Family Services, Division of Finance, Bureau of Federal Finance is seeking to hire a Compliance Analyst I. This position will analyze, interpret, and evaluate complex reports and databases to assist in the review and monitoring of proposed policy, procedures, and legislative changes and maintain documentation and audit files for State Plan Amendments and updates to the Public Assistance Cost Allocation Plan. The Compliance Analyst I also reviews process flows and recommends improvements for communication and documentation between various business areas; reviews and analyzes U.S. Department of Health and Human Services (DHHS) audits and disallowances pertaining to HFS federal programs for accuracy of programmatic and financial findings; and provides technical assistance for special projects related to the Federal Financial Participation process.

Essential Functions
- Under general supervision, serves as a Compliance Analyst I for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Federal Finance by analyzing, interpreting, and evaluating complex reports and databases to assist in the review and monitoring of proposed policy, procedures, and legislative changes
- Provides technical knowledge and support in the development of Department management reports to support the Federal Financial Participation Program
- Reviews process flows and recommends improvements for communication and documentation between various business areas
- Reviews and analyzes U.S. Department of Health and Human Services (DHHS) audits and disallowances pertaining to HFS federal programs for accuracy of programmatic and financial findings
- Provides technical assistance for special projects related to the Federal Financial Participation process
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master’s degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
- Requires one (1) year progressively responsible professional experience in management operations analysis or the completion of an approved training program

- Requires the ability to utilize and maintain state issued equipment such as a laptop
