Position overview:
The Department of Healthcare and Family Services is seeking an experienced and qualified professional to serve as a Contract Administrator for the Bureau of Contract Management within the Division of Medical Programs. This position will serve as the primary contract administrator for the state’s technical support service contracts.

Essential Functions
- Serves as Contract Administrator for the Contracts Section in the Bureau of Contract Management by serving as the primary contract administrator for the state’s technical support service contracts
- Develops, negotiates, and drafts solicitation documents, contracts and amendments and evaluates the vendors’ contractual compliance on an ongoing basis
- Serves as legislative liaison for assigned contracts
- Serves as back-up in the absence of the primary contract administrator
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in public or business organization.
Specialized Skills
- Three (3) years of professional experience in contract administration for a public or business organization
- Three (3) years of professional experience working with contract development and compliance for a large organization providing or utilizing health benefits or health initiatives
- Three (3) years of professional experience working with State procurement law and its applicable process to contract administration
- Three (3) years of professional experience working with public and private entities, including but not limited to total implementation process, system capabilities, rate development, performance guarantees, interface with finance, applicable legislative mandates, utilization management and industry standards/norms relative to the respective contracts
Preferred Qualifications
- Minimum of three (3) years of professional experience in contract administration for a public or business organization
- Minimum of three (3) years of professional experience working with contract development and compliance for a large organization providing or utilizing health benefits or health initiatives
- Minimum of three (3) years of professional experience working with procurement law and its applicable process to contract administration for a public or private organization
- Minimum of three (3) years of professional experience working with public and private entities, including but not limited to total implementation process, system capabilities, rate development, performance guarantees, interface with finance, applicable legislative mandates, utilization management and industry standards/norms relative to the respective contracts
- Minimum of three (3) years of professional experience writing relative business cases, Request for Proposals and resulting contracts and amendments
- Minimum of three (3) years of experience communicating clearly and effectively both verbally and in writing
- Minimum of three (3) years of experience utilizing computer applications including but not limited to Microsoft Office Suites or equivalent
- Minimum of three (3) years of professional experience working with policies and procedures for a public or private organization
- Minimum of three (3) years of professional experience developing and managing a major program for a public or private organization
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
