Position Overview

This position serves as a Contract Executive for Legal Services organizing, planning, executing, and controlling the management and distribution of workflow of contracts between the Information Technology Procurement Office (ITPO) and Legal. In this role, you will maintain requests by logging DoIT contracts, updating the tracking system, and responding to inquiries for the status of a contract. In addition, you will prepare and administer assigned contract needs by performing duties of a confidential and sensitive nature for the Department of Innovation & Technology (DoIT), state agencies under the Governor, and when requested constitutional officers, the legislative and judicial branches, and local governments. Essential Functions

  • Under direction, serves as a Contract Executive for Legal Services organizing, planning, executing, and controlling the management and distribution of workflow of contracts between the Information Technology Procurement Office (ITPO) and Legal Section of the Department of Innovation & Technology (DoIT).
  • Prepares and administers assigned contract needs of a confidential and sensitive nature for the Department of Innovation & Technology (DoIT), state agencies under the Governor, and when requested, constitutional officers, the legislative and judicial branches, and local governments.
  • Confers with agency and DoIT Legal in investigating contractual requirements, vendor complaints, and protests by conducting research.
  • Interacts with vendors and DoIT personnel, answering procedural questions, amending, or changing orders and contracts to suit needs and requirements, resolving problems, and providing answers to questions of policy.
  • Prepares contracts, frequently of a confidential and sensitive nature, between the State and various vendors for the acquisition of IT goods and services using approved terms and conditions to protect the State's interest and comply with the State's statutory and/or legal requirements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization.

Specialized Skills

  • Requires one (1) year of professional experience in procurement with contract preparation and administration.
  • Requires one (1) year of professional experience organizing, reviewing, and distributing the workflow of contracts to legal and procurement staff.
  • Requires one (1) year of professional experience investigating contractual requirements, vendor complaints, and protests.
  • Requires one (1) year of professional experience conducting research regarding contract matters including determining and preparing resolutions and recommendations.

Preferred Qualifications

  • One (1) year of professional experience in procurement with contract preparation and administration.
  • One (1) year of professional experience organizing, reviewing, and distributing the workflow of contracts to legal and procurement staff.
  • One (1) year of professional experience investigating contractual requirements, vendor complaints, and protests.
  • One (1) year of professional experience conducting research regarding contract matters including determining and preparing resolutions and recommendations.
  • One (1) year of professional experience working with vendors and personnel to answer procedural questions, determine needs, requirements, and provide problem resolution.
  • Extensive knowledge of the terminology utilized for information technology and information technology related contracts.
  • Working knowledge of the functions of state government and of the character of relationships between the executive branch with other branches, and between the State and higher and lower levels of government.
  • Ability to evaluate and implement new and revised methods, procedures, and performance standards.
  • Ability to analyze administrative problems and adopt an effective course of action.
  • Ability to develop and maintain cooperative working relationships.

Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
  • Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force per Executive Order 2018-07.
