Position Overview:

The Department of Healthcare and Family Services, Division of Eligibility, Bureau of All Kids is seeking to hire a highly motivated, qualified individual to lead a team of casework staff.  This position plans, directs and evaluates work performed for the Bureau of all Kids determining initial and ongoing medical eligibility.  This position explains and implements program policies and procedures; develops and implements program goals and objectives and confers with management on the integration of program functional activities.

The ideal candidate will demonstrate a dedication to teamwork, ability to work in a fast-paced environment and have working knowledge of Medicaid programs including AABD.  The ideal candidate will have experience managing large scale operations and have the desire to promote and provide quality customer service.

Essential Functions

  • Subject to management approval, serves as Customer Service Section Manager for the Bureau of All Kids
  • Serves as full line supervisor
  • Reviews, evaluates, and monitors enrollment and billing procedures relative to the billing of services, covered
    services, policies, rules, and regulations
  • Reviews and evaluates drafts of policies, rules, regulations, informational materials, and notices governing All
    Kids enrollment and case management relating to Medicaid
  • Confers with, advises, and represents the Agency in meetings with providers, other Agency representatives, and
    interested parties
  • Responds to inquiries regarding the All Kids Program’s services and utilization
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with
    courses in business or public administration
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or
    business organization

Preferred Qualifications

  • Three (3) years of administrative experience in a healthcare field
  • Three (3) years of experience developing and implementing program and operational policies and procedures including but
    not limited to health benefit programs such as Medicaid
  • Three (3) years of experience implementing and ensuring adherence to federal and state rules and regulations
  • Two (2) years of experience in the development and application of Medicaid eligibility requirements, standards, methods,
    and procedures for determining eligibility
  • Three (3) years of experience supervising staff
  • Three (3) years of experience acting as spokesperson in meetings with healthcare providers and other interested parties

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring
    the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
    requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of
    Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics
    Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
