This position serves as the Customer Support Manager supporting the Illinois Environmental Protection Agency (IEPA) responsible for organizing, planning, executing, controlling and evaluating the operation of information solutions. In this role you will serve as a liaison with other Agencies and Bureaus/Divisions within the Agency regarding the development, support and maintenance of new and existing data systems; Manages multiple development, support and maintenance activities In addition, you will monitor development, support and maintenance activities to ensure quality assurance and control measures are applied. This position serves as a working supervisor and assists the CIO in developing and implementing DoIT/IEPA’s support methodology and process standards for application, database, GIS and information system development, support and maintenance. Essential Functions
- Under administrative direction, serves as the Customer Support Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Environmental Protection Agency (IEPA).
- Serves as a working supervisor.
- Develops and implements DoIT-IEPA’s support methodology and process standards for application, database, GIS and information system development, support, and maintenance within the Agency.
- Assists with development of information technology (IT) disaster recovery plans and gathering of IT audit-related information.
- Evaluates support and maintenance requirements related to hardware and software acquisitions and implementations by DoIT and/or IEPA and works with supervisor to develop short and long-range plans to address identified needs.
- Keeps abreast of new developments in the Information Technology (IT) field.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in management information systems, data processing, telecommunications or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunication in a public or business organization.
Specialized Skills
- Requires two (2) years of professional experience coordinating software development, support, or maintenance activities.
- Requires one (1) year of professional experience working with application development methodologies or relational database concepts.
- Requires one (1) year of professional experience developing, implementing, or following process standards for software system development, support, or maintenance.
Preferred Qualifications
- Two (2) years of professional experience coordinating software development, support, or maintenance activities.
- One (1) year of professional experience working with application development methodologies or relational database concepts.
- One (1) year of professional experience developing, implementing, or following process standards for software system development, support, or maintenance.
- Two (2) years of professional experience supervising technical staff.
- Ability to develop and document processes and procedures related to IT disaster recovery plans and IT audit-related information.
- Extensive knowledge of staff utilization and employee motivation principles and practices.
- Ability to analyze administrative problems and adopt an effective course of action.
- Developed verbal and written communication skills to present technical information to others with clarity and precision.
- Ability to gain and maintain effective working relationships.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
