Position Overview: 

 

The Illinois Department of Healthcare and Family Services, Division of Finance, is seeking a highly motivated and energetic manager to serve as the Department’s Deputy Finance Administrator for Fiscal Management. This position is responsible for providing fiscal leadership for the Department’s Bureaus of Fiscal Operations, Collection Services, and Health Finance by planning, directing, and evaluating fiscal management operations and activities. The incumbent will review, analyze, and approve the Department’s financial statements including the GAAP reports submitted to the State Comptroller; assists the Administrator and Director in implementing Departmental fiscal policies, rules, and regulations; and confers with other Division administrators and bureau chiefs to assure fiscal coordination. This position requires certification as a Certified Public Accountant.

 

The ideal candidate will demonstrate the ability to establish and maintain working relationships with members and officials of the Illinois General Assembly, the Office of the Governor, and other local, State, and federal agencies interested in the fiscal operations and activities of the Department and Division. In this role, the ideal candidate will possess strong communication, planning and leadership skills. Essential Functions

  • Subject to management approval, serves as Deputy Administrator for Fiscal Management for the Department of Healthcare and Family Services, Division of Finance by planning, directing, and evaluating fiscal management operations and activities of the Bureaus of Fiscal Operations, Collection Services, and Health Finance
  • Serves as full line supervisor
  • Reviews, analyzes, and approves the Department’s financial statements including the GAAP reports submitted to the State Comptroller
  • Establishes and maintains working relationships with members and officials of the Illinois General Assembly, the Office of the Governor and other local, State, and federal agencies interested in the fiscal operations and activities of the Department and the Division
  • Assists the Director and Division Administrator in implementing Departmental fiscal policies, rules, and regulations
  • Confers with other Division administrators and bureau chiefs to assure fiscal coordination
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires completion of four (4) years of college
  • Requires four (4) years of progressively responsible administrative experience in business administration, public or private accounting, or a financial field
  • Requires certification as a Certified Public Accountant

Preferred Qualifications

  • Three (3) years of experience with fiscal management, compliance auditing, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB), financial statement preparation, and review of analysis of financial data, and reconciliations of various financial data
  • Three (3) years of experience working with the principles of governmental accounting and statistics and recommending alternative methods for fiscal problem resolution
  • At least three (3) years, but preferably five (5) years of professional experience of supervisory experience with management and leadership skills
  • Three (3) years of administrative experience dealing with large fiscal systems
  • Four (4) years of experience working with Medicaid programs
  • Three (3) years of experience with Third-Party Liability policies and procedures
  • Three (3) years of professional experience assessing fiscal/policy impacts of legislation proposed or enacted by a legislative body such as the Illinois General Assembly or the US Congress
  • Three (3) years of experience making decisions involving significant amounts of money and justifying/supporting those decisions
  • Three (3) years of experience in the development and management of a major agency, or public or private organization program
  • A master’s degree in business administration, finance, public administration or accounting

Conditions of Employment

  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Healthcare and Family Services’s discretion.
