The Department of Healthcare and Family Services (HFS) is seeking a highly skilled and motivated individual to fill the role of Deputy Director of Human Resources. This leadership position will oversee all human resources, labor relations, and administrative services programs within the Agency. The Deputy Director will also be responsible for developing and implementing statewide policies, procedures, and guidelines to optimize the Agency’s human resources operations while ensuring full compliance with relevant state and federal laws, the Personnel Code, Personnel Rules, and all applicable collective bargaining agreements.

In this role, the Deputy Director will act as a key spokesperson for the Director and the Agency on matters related to human resources, labor relations, and administrative services.

The ideal candidate will have a deep understanding of human resources initiatives within a large organization, possess strong interpersonal and problem solving skills, demonstrate professionalism, and exhibit effective communication skills in a fast-paced environment. Essential Function

  • Subject to management approval, serves as the Deputy Director of Human Resources
  • Formulates policy and provides advice and guidance to the Director on any matter involving human resources, labor relations and administrative services
  • Serves as spokesperson on behalf of the Director and the Agency on all matters related to human resources, labor relations and administrative services in all levels of interaction with government officials, other state agencies, community organizations, and the general public
  • Organizes the human resource functions of the Agency
  • Through subordinate managers, oversees all departmental human resources, labor relations and administrative services staff
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires completion of four (4) years of college
  • Requires four (4) years of progressively responsible administrative experience in a public or business organization preferably in the field of human resources

Preferred Qualifications

  • A minimum of five (5) years of professional experience working with human resources rules, regulations, and procedures
  • A minimum of four (4) years of professional experience implementing personnel rules, regulations, and procedures
  • A minimum of four (4) years of professional experience formulating and implementing human resources policy for a public or private organization
  • A minimum of five (5) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism
  • A minimum of five (5) years of professional experience providing advice and counsel to senior management regarding personnel issues
  • A minimum of five (5) years of professional experience communicating with both internal and external stakeholders verbally and in writing regarding human resources matters
  • Advanced degree in public policy, public health, public administration, business administration, or similar field of study

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
