Position Overview

The Department of Insurance is seeking to hire a Senior Public Service Administrator that serves as the Deputy Director of the Property and Casualty Products Division performing highly responsible administrative work in directing the large and complex insurance programs for property and casualty form and rate filings and the property and casualty complaint program; plans, directs, organizes, evaluates, and formulates policies and procedures for the administration and implementation of Departmental programs; initiates operational methods and procedures; represents the Chief Deputy Director of Product Lines, Director, and Assistant Director at meetings and with various entities. Travels to various sites to participate in internal and external meetings.  Serves as full line supervisor. We invite all qualified applicants to apply.

Essential Functions

• Organizes, plans, executes, controls, and evaluates the operation of property and casualty forms, rules and rate filings and the property and casualty complaint program.
• Serves as spokesperson representing the Director, Assistant Director, and/or the Chief Deputy Director of Product Lines in work with legislative and executive branches of State government, with officials and various agencies both public and private and with program administrators of insurance departments in other states, possessing significant independent authority to bind the Department to courses of action.
• Participates in the development and formulation of Department policy and programs by suggesting new programs, rules and laws; directs studies involving procedural and program analysis, standards development and research and program planning.
• Serves as full line supervisor.
• Provides oversight of the Complaints and Compliance filing platforms and generates reports as needed.
• Directs, coordinates and implements the Division’s budget matters and requests.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge skill and mental development equivalent to completion of four (4) years of college with courses in insurance accounting, business administration, and statistics.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in an insurance industry.

Preferred Qualifications

• Prefers thorough knowledge of public and business administration, principles and practices.
• Prefers thorough knowledge of agency programs and service objectives, activities and operational systems.
• Prefers thorough knowledge of staff utilization and employee motivation.
• Prefers extensive knowledge of the property and casualty industry as well as agency policies and procedures.
• Prefers the ability to develop and manage a supportive agency program.
• Prefers the ability to analyze administrative programs and adopt an effective course of action.
• Prefers the ability to develop, install and evaluate new and revised methods, procedures and performance standards.
• Prefers the ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
• Prefers the ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services.
• Prefers the ability to develop and maintain cooperative working relationships.

Conditions of Employment

• Requires the ability to pass a background check.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
