Position overview:
The Department of Healthcare and Family Services is seeking to hire a dynamic individual to serve as the Disability Policy Advisor on consent decrees, including rehabilitation and education issues. This position will review existing and proposed policy and procedural directives and legislation and assess programmatic impact and policy. Additionally, the position will formulate primary program policy and policy guidelines for administration and delivery of consent decrees, including vocational and educational rehabilitation programs in Illinois.

Essential Functions
- Subject to management approval, serves as the Disability Policy Advisor on consent decrees, including rehabilitation, employment, and social needs issues
- Formulates primary program policy and policy guidelines for administration and delivery of consent decrees, including vocational and rehabilitation programs in Illinois
- Serves as primary liaison to the Division of Medical Programs and the Office of the General Counsel to ensure new policies are implemented in a timely manner
- Serves as special advisor on consent decrees, including disability and educational issues
- Serves as special project coordinator for consent decrees
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in fields of health or human services
Preferred Qualifications
- Four (4) years of professional experience developing or implementing policies and procedures for a public or private organization
- Four (4) years of professional experience working with consent decrees
- Four (4) years of professional experience in applying and interpreting policy, regulations, and statutes related to consent decrees
- Four (4) years of professional experience interacting with and communicating in verbal and written form with internal and external stakeholders
- Four (4) years of experience acting as spokesperson and subject matter expert addressing internal and external stakeholders such as Boards of Directors, elected officials and General Assembly
- Prefers a master’s degree in health or human services or similar field
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
