Position Overview
The Administrative Review Board is responsible for reviewing, researching, and providing responses to grievance appeals submitted by individuals in custody in addition to reviewing and making recommendations as to the revocation and restoration of individual in custody good conduct credit on behalf of the Illinois Department of Corrections. The Administrative Review Board is a high-volume unit within the Illinois Department of Corrections which has clearly set time frames for responding, as set forth in the Illinois Administrative Code and departmental rules. This position provides opportunities to work with facility administration as well as Executive Leadership to resolve issues that arise. The ideal candidate should have good oral and written communication skills, be self-motivated, highly organized, and able to multi-task to meet specific deadlines. Essential Functions
- Serves as a Hearings Officer conducting Administrative Review Board hearings of individuals in custody’s grievances which are either in-person, video conference hearings, or office review.
- Reviews/recommends Director's level approval/denial of revocations/restoration of good time credits/statutory good time as submitted by facilities and Adult Transition Centers/Electronic Detention Program.
- Respond to inquiries from and prepares documentation for Attorney General's Office as it relates to grievances for individuals in custody.
- Travels to and serves as expert witness for court hearings and depositions.
- Directs, coordinates, and instructs in-service training programs relative to Adjustment Committee procedures and grievance procedures for facilities, Adult Transition Centers, and Parole staff.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills
- Of the two years of experience requires two (2) years of experience working with adult grievance and discipline processes following Department Rule (DR504).
- Requires working knowledge of Title 20: Corrections, Criminal Justice, and Law Enforcement; Chapter I: Department of Corrections; Subchapter e: Operations; Part 504 Discipline and Grievances (DR 504).
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers at least two (2) years of professional experience reviewing grievances, disciplinary reports, or complaints, and applying policies in order to provide proper responses.

Prefers at least two (2) years of professional experience exercising judgment and discretion in developing, implementing and interpreting departmental policies and procedures.

Prefers at least two (2) years of professional experience working with confidential and sensitive information.

Prefers at least two (2) years of professional experience responding orally to judicial inquiries.

Prefers at least two (2) years of professional experience testifying as an expert witness in court hearings and depositions.

Prefers at least two (2) years of professional experience counseling individuals within a correctional facility.

Prefers at least two (2) years of professional experience drafting reports for internal and external review.
Conditions of Employment
