Position Overview
The Illinois Department of Corrections is seeking to hire a dynamic professional to fill the influential role of Capital Programs Manager. In this position, you’ll lead a team of skilled professionals, direct crucial repair projects, and contribute to strategic operational enhances within our department. Essential Functions
- Serves as full line supervisor.
- Organizes, plans, executes, controls and evaluates the day-to-day operations of the Capital Programs.
- Monitors capital projects to be designed by Capital Development Board with money and constructed with bond funds.
- Develops capital and operating budget requests.
- Participates with facilities on accreditation requirements in areas of life safety and public health.
- Coordinates initiatives aimed at energy conservation and efficiency improvements, driving sustainability within the Department.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college with course work in business, public administration, engineering, architecture, construction management, or related field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization as a project manager that includes at least two (2) of those years providing written guidance to staff within a large organization.
Preferred Qualifications
- Prefers a minimum of five (5) years of managerial experience in capital projects, business processing, or government operations.
- Prefers a minimum of three (3) years’ experience working with or within correctional facilities.
- Prefers a minimum of three (3) years’ experience developing, managing, and/or adhering to budgets.
- Prefers a minimum of one (1) year experience initiating or managing energy savings and sustainability projects.
- Prefers a minimum of one (1) year experience understanding safety and environmental regulations and standards.
Conditions of Employment
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. Position Requires Economic Interest Reporting.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs, by an employee, regardless of the position held is prohibited.

- Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
