Position Overview

The Illinois Department of Corrections is looking for a Certified Public Accountant. The candidate selected for this position will perform professional accounting duties in the preparation of financial statements and audit informational reports. Additionally, the successful candidate will maintain monthly accounting records and provide guidance to staff, relaying information to management and field personnel which includes 28 correctional facilities and four adult transitional centers. Essential Functions

  • Extracts, quantifies and compiles dollar amounts, converting from cash to either modified accrual or accrual basis in order to prepare monthly, quarterly, and annual financial reports.
  • Completes Comptroller SCO forms (both computerized and manual).
  • Reviews the financial records, reports and statements to ascertain completeness and accuracy prior to preparing GAAP packages or financial statements for assigned agencies served by the Public Safety Shared Services Center as workload requires.
  • Certifies completion of quarterly and other financial reports for the funds assigned, including C15 Fixed Assets, C17 Locally Held, C 97, et al Accounts Receivable, Fee Imposition, Tax Expenditure, TA 2 Travel Report, and other required or assigned financial reports.
  • Serves as liaison and provides answers to external auditors, internal auditors or the Legislative Audit Commission regarding the information provided in the GAAP packages.
  • Travels to perform on site-reviews of the grant programs recipients and the sub-recipients.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties mentioned above.

Minimum Qualifications

  • Requires a bachelor’s degree with course work in auditing, business management, public administration, economics, computer science, accounting or other related subjects.
  • Requires three (3) years of professional auditing or accounting experience.
  • Requires certification as a Certified Public Accountant.

Preferred Qualifications

  • Prefers at least three (3) years of experience utilizing automated financial systems.
  • Prefers at least two (2) years of experience with government accounting.
  • Prefers at least one (1) year of experience processing GAAP transactions.
  • Prefers extensive knowledge of financial reporting practices.
  • Prefers at least one (1) year of experience reconciling, analyzing and preparing complex financial and fiscal-related reports.
  • Prefers working knowledge of State and Federal Law, rules and regulations relating to accounting.
  • Prefers at least one (1) year of experience evaluating compliance with policies and procedures.
  • Prefers at least one (1) year of experience utilizing Microsoft Office programs, mainly Excel or similar type of computer program.
  • Prefers at least one (1) year of experience developing and maintaining cooperative working relationships.
