Position Overview
The Illinois Department of Corrections is seeking to fill the position of Fiscal Statewide Commissary Operations Manager. This position serves as a full line supervisor and serves as the statewide authority for Individual in Custody Commissary operations for the Illinois Department of Corrections. This position manages commissary ordering, forecasting, and inventory oversight, supports compliance with commissary fund requirements and will support procurement activities and contract lifecycle management. Essential Functions
- Serves as the statewide authority for Individual in Custody Commissary operations for the Illinois Department of Corrections (IDOC).
- Manages commissary ordering, forecasting, and inventory oversight.
- Conducts facility engagement, site visits, and operational reviews.
- Provides fiscal oversight and supports compliance with commissary fund requirements.
- Serves as full-line supervisor.
- Supports procurement activities and contract lifecycle management.
- Oversees large-ticket item commissary programs and vendor coordination.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college with courses in public and business administration in the area of accounting, fiscal management or other related areas.
- Requires four (4) years progressively responsible administrative experience or equivalent amount of related professional experience in public or private service organization, preferably in a financial or fiscal area.
Preferred Qualifications
- Prefers at least three (3) years of professional experience demonstrating, coordinating or overseeing operational programs involving purchasing, inventory control, vendor interaction, and contract-based services.
- Prefers professional experience overseeing individual in custody commissary operations or similar retail, inventory-based programs within a correctional, institutional, or highly regulated environment.
- Prefers at least five (5) years of professional experience forecasting, demand planning, or inventory management, including the use of historical data to project operational needs across multiple facilities, locations, or departments.
- Prefers three (3) years of professional experience working with State of Illinois procurement processes, contract administration, or experience working with Agency Procurement Offices, Chief Procurement Offices, or centralized purchasing entities.
- Prefers at least five (5) years of professional experience coordinating with vendors to manage deliveries, back orders, substitutions, or supply chain disruptions within the constraints of a contract-driven environment.
- Prefers at least five (5) years of professional experience working with enterprise financial or inventory systems (such as SAP, FACTS, or similar systems), including data review, reporting, reconciliation, and process improvement.
- Prefers at least five (5) years of professional experience providing operations guidance, technical assistance, or oversight to decentralized locations or field staff.
- Prefers at least five (5) years of professional experience conducting on-site operational reviews, assessments, or compliance visits, and utilizing the ability to identify risks and recommend corrective actions.
- Prefers at least three (3) years of professional experience demonstrating strong written and verbal communications skills, including expertise preparing guidance, reports, or statewide communications for staff and residents.
Conditions of Employment
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires the ability to be on-call, carry a state cell phone, and work overtime on as needed basis.
- Requires ability to pass the IDOC/IDJJ background check
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. Position Requires Economic Interest Reporting.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
