Position Overview

The Illinois Department of Corrections is seeking a Fixed Assets/Property Control Manager to lead and oversees property and vehicle operations, ensuring compliance, accuracy, and accountability across all assets. This role develops and implements policies and procedures, directs staff in managing inventory systems, and serves as liaison with auditors and agencies on property-related matters. With responsibility for supervising personnel, monitoring deadlines, and ensuring precise reporting, the Manager plays a key role in safeguarding departmental resources, optimizing asset utilization, and maintaining integrity in statewide property control functions. Essential Functions

  • Serves as Public Safety Shared Services Center’s Fixed Assets/Property Control Manager.
  • Directs and monitors the operations of the Fixed Assets/Property Control and vehicle areas.
  • Serves as a full-line supervisor.
  • Monitors the Department’s inventory system and vehicle usage with the assistance of subordinate staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with courses in accounting.
  • Requires three (3) years of administrative experience in business administration public or private accounting auditing or financial field.

Preferred Qualifications

  • Prefers at least four (4) years of property control administration experience such as managing the fixed assets or equipment items for a state agency or company.
  • Prefers a Bachelors’ degree or higher in Business Administration, Business Management, Finance, Economics or Accounting or a related field.
  • Prefers at least four (4) years of supervisory experience in a fiscal, property control or accounting division overseeing three or more staff.
  • Prefers at least four (4) years of experience working in the Systems, Applications, and Products in Data Processing (SAP) system or a related system.
  • Prefers at least two (2) years of experience utilizing Microsoft Excel or a similar spreadsheet software product creating and manipulating spreadsheets.
  • Prefers at least two (2) years of experience completing financial reconciliations such as expenditure, depreciation, or account reconciliations.
  • Prefers at least two (2) years of experience processing property control transactions such as the addition, transfer, or deletion of fixed assets from the system of record.
  • Prefers at least two (2) years of experience completing an annual property control inventory where assets are located and documented for accountability and reporting purposes.
  • Prefers at least two (2) years of experience preparing property control reports such as quarterly or annual inventory reports for financial reporting purposes.

Conditions of Employment

  • Requires valid, appropriate State issued driver’s license, and the ability to travel statewide.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
