Position Overview
The Illinois Department of Corrections is seeking a Dynamic and strategic leader to serve as the Electronic Health Records (EHR) Project Manager. The candidate selected for this position will drive the full lifecycle of a statewide EHR system from policy development through implementation, optimization, and ongoing compliance. This role ensures seamless integration across correctional healthcare facilities, aligning with legal, regulatory, and operational standards. With a focus on risk management, quality assurance, and user adoption, the position champions collaboration among clinicians, IT, legal, and executive stakeholders to deliver a secure, efficient, and fully compliant EHR system that transforms healthcare delivery and data management statewide. Essential Functions
- Serves as the Electronic Health Records (EHR) Project Manager.
- Serves as the administrator of the EHR system statewide.
- Serves as the primary point of contact for the EHR system.
- Plans, develops, and administers risk management and quality assurance of the EHR system.
- Develops and coordinates training and education initiatives to ensure organizational awareness and adherence to EHR requirements.
- Prepares comprehensive project documentation, including project plans, status reports, system configurations, presentations, and project summaries for various stakeholders.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelor’s degree in healthcare informatics, information technology, health information management, public health or a related field.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience managing Electronic Healthcare Records (EHR) system implementations in a healthcare or public-sector setting, including oversight of project planning, vendor coordination, and regulatory compliance.
Preferred Qualifications
- Prefers a master’s degree in healthcare informatics, information technology, public health, or a related field.
- Prefers Project Management Professional (PMP), Certified Professional in Healthcare Information and Management Systems (CPHIMS), or equivalent certification.
- Prefers at least five (5) years of knowledge of healthcare industry regulations and standards, including Health Insurance Portability and Accountability Act (HIPPA), Health Information Technology for Economic and Clinical Health (HITECH), and applicable state and federal security standards.
- Prefers at least ten (10) years prior experience managing large-scale EHR implementations in a correctional, public health, or multi-site healthcare environment.
- Prefers analytical mindset, with the ability to identify and resolve complex issues.
- Prefers at least five (5) years of knowledge of information technology (IT) governance policies, including system security, access control, and audit trails in accordance with criminal justice or public-sector standards.
- Prefers the ability to translate technical concepts for non-technical audiences, including healthcare staff, legal teams, and executive leadership.
- Prefers at least five (5) years of experience in change management and user adoption strategies, especially in healthcare or government environments with diverse end-user groups.
- Prefers knowledge of clinical workflows and documentation standards, particularly those used in correctional healthcare or specialty care units.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Required to carry a state-issued cell phone and laptop.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Corrections’s discretion.
