Position Overview
The Illinois Department of Corrections is looking to hire a professional Chief Record Officer. The person selected for this position will manage, through subordinate regional staff, all Illinois Department of Corrections facility Record Office operations. Additionally, this position will develop and implement policies and procedures regarding individual in custody record maintenance activities which govern the administration of court-ordered sentences and the records to document the enforcement of those sentences. Essential Functions
- Serves as the Chief Records Officer for the agency.
- Formulates policies and directs uniform implementation of statutory changes or legal opinions affecting sentence and or good time credits.
- Coordinates Record Offices in the establishment and maintenance of uniform record keeping and sentence calculation procedures for all facilities.
- Serves as full line supervisor.
- Serves as a liaison for the Department’s Record Offices to various State’s Attorney Offices, Attorney General’s Office, other Department of Corrections’ legal staff and the Prisoner Review Board.
- Schedules and conducts regular meetings of facility Record Offices.
- Coordinates with Legislative Liaison in the development of legislative proposals.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires four (4) years of responsible administrative experience including significant experience in an area related to records management and retention.
Preferred Qualifications
- Prefers seven (7) years of sentence calculation experience for a correctional agency.
- Prefers extensive knowledge of Adult sentencing laws and sentence calculations.
- Prefers at least seven (7) years of professional experience interpreting legislation and appellate mandates.
- Prefers at least seven (7) years of professional experience applying the principles of statistics.
- Prefers at least seven (7) years of experience in a supervisory and/or leadership role.
- Prefers at least seven (7) years of experience providing training to subordinates.
- Prefers extensive knowledge of the functions of State government and of the character of relationships between the Executive branch with other branches.
Condition of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after
ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. - This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
