Position Overview

The Illinois Department of Corrections is seeking a Victim Services Program Administrator who will be responsible for managing and improving the victim services program within the department. This includes developing policies and initiatives, establishing a statewide liaison network, and setting program goals. The administrator supervises staff, research and analyze program data, advise department leadership on victim services issues, and collaborate with the Illinois Parole Board regarding parole cases involving victims. Essential Functions

  • Serves as Victim Services Program Administrator.
  • Serves as full line supervisor.
  • Researches and analyzes Victim Services Program by collecting data, analyzing statistics, and providing reports for presentation.
  • Works with Illinois Parole Board to increase awareness among the Parole Board Members.
  • Assists department administration in the development of administrative directives and or standard operating procedures for victim services.
  • Develops and presents training and educational programs to local judicial & law enforcement agencies relative to victim issues rights, services and how to effectively communicate with victims of crimes.
  • Works with department Legislative Office in monitoring and reporting on current and proposed legislation, impacting IDOC.
  • Serves as spokesperson for the DOC Victim Services Program.
  • Participates in budget planning.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires the Illinois Certified Domestic Violence Professional (ICDVP) certification.  (730 ILCS 5/3-14-7 Supervision of Domestic Offenders).

Preferred Qualifications

  • Prefers at least three (3) years of professional experience collaborating with outside organizations and governmental entities.
  • Prefers at least three (3) years of professional experience developing strategic plans and building programs in a public or business organization.
  • Prefers at least three (3) years of professional experience tracking internal and external correspondence.
  • Prefers at least three (3) years of professional experience responding verbally and in writing to external and internal inquiries.
  • Prefers at least three (3) years of professional experience reviewing legislation and monitoring compliance with legislative mandates.
  • Prefers at least three (3) years of professional experience drafting reports for internal and external review.
  • Prefers at least three (3) years of professional experience providing staff development training.
  • Prefers at least three (3) years of professional experience working with victim rights organizations.
  • Prefers at least three (3) years of professional experience creating and maintaining an information database.
  • Prefers a Bachelor’s Degree in Communications, public relations, media, education, public speaking, or similar field.

Condition of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
