Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of Data Management Systems Unit Supervisor. Under general supervision of the Laboratories Division Chief, responsible for the management of laboratory data including the determination of hardware/software needs and the development, implementation, and modification of the laboratory information management systems (LIMS). Provides training to laboratory and non-laboratory personnel in the use of laboratory data systems; Work with others in the Data Management Section to prioritize changes to laboratory data systems to ensure customer and regulatory requirements are met in a timely manner. Serves as working supervisor.

Essential Functions
- Serves as Information Technology Coordinator for the Division of Laboratories and as the main contact with Division of Innovation and Technology for all networking, hardware, and software requirements and issues affecting laboratory data.
- Develops, implements and maintains LIMS procedures to ensure optimized laboratory data management processes. Acts as project manager for LIMS development and implementation.
- Serves as working supervisor.
- Trains and assists laboratory personnel in use of LIMS and other software.
- Provides a forum for user groups to ensure users of the LIMS have an opportunity to voice their recommendations for improvements and provides these recommendations to management.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires three (3) years of progressively responsible administrative experience in the fields of management information systems, data processing, or telecommunications.
Preferred Qualifications
- Four (4) years of professional experience managing data systems that contain health data.
- Four (4) years of experience in database design, analysis, and development.
- Two (2) years of experience working with a Laboratory Information Management System (LIMS) in a clinical testing lab.
- One (1) year experience using Systems Applications and Products (SAP) Crystal Reports reporting tools.
- One (1) year of experience creating Ad Hoc reports utilizing with MS SQL queries and tools.
- One (1) year experience managing data exchange between large data systems.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
