Position overview:
The Department of Healthcare and Family Services is seeking a highly capable and experienced professional to serve as the Deputy Administrator for Eligibility Policy in the Division of Medical Eligibility. The ideal candidate for this challenging and rewarding role will have management and supervisory experience in a government agency, with a focus on medical eligibility for medical programs. The ideal candidate will demonstrate the ability to exercise sound judgment in the identification of priorities, to work collaboratively with internal and external partners, proactively address issues, and ensure timely completion of all work. The candidate will exhibit strong leadership skills to achieve set goals while demonstrating independent initiative and possess strong written and verbal communication skills.

Essential Functions
- Subject to management approval, serves as Deputy Administrator for Eligibility Operations for the Division of Medical Eligibility by overseeing operations relating to the development and administration of assigned program areas in the Division
- Serves as full line supervisor
- Establishes and implements policies, standards, and procedural guidelines for operations carried out through assigned program areas
- Serves as Agency spokesperson
- Represents the Administrator by serving on advisory committees, conducting public presentations, and testifying before the General Assembly
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development to completion of four (4) years of college
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Six (6) years of professional experience overseeing operations for a public medical eligibility program
- Six (6) years of professional experience utilizing eligibility determination processes and tools, including customer-facing call centers and enrollment and case management systems
- Six (6) years of professional experience representing an organization to audiences including elected officials, local, state and federal agencies, community-based organizations, service providers, and members of the public
- Six (6) years of professional experience supervising professional staff
- Six (6) years of professional experience developing and maintaining effective working relationships with an organizational head and other senior leadership
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- Requires ability to utilize state issued equipment such as cell phone and laptop
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. - This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
