Position overview:
The Department of Healthcare and Family Services, Division of Medical Programs is seeking to hire a Deputy Administrator for Policy to lead policy analysis and development for Medicaid and other medical assistance programs. The Deputy Administrator for Policy will provide strategic direction to Medicaid policy advisors and subject matter experts to inform and lead the policy work behind the development and implementation of:
- Policy guidance across the Department’s medical assistance programs, including managed care and fee-for-service programs and policies,
- New Medicaid covered services, provider types, and programs,
- State Plan Amendments and waivers to promote access to affordable, quality healthcare coverage while securing federal Medicaid matching dollars,
- Applications to bring grant dollars and/or technical assistance to the state to support innovation,
- State and federal legislation,
- State and federal administrative rules, regulations, and subregulatory guidance,
- Policy changes to improve access to quality, affordable healthcare coverage and support program implementation that meets policy goals and objectives.
The Deputy Administrator for Policy also will collaborate with and represent the Department in meetings with state and federal officials, providers, Medicaid customers, sister agency staff, staff from other state Medicaid agencies, and meetings with state and national associations and organizations. The Deputy Administrator for Policy will report directly to the Administrator for the Division of Medicaid Programs.
The ideal candidate will have experience leading the development of policy and program implementation for Medicaid, Medicare, Marketplace, or other government healthcare programs, drafting and implementing legislation and regulations, and have a good understanding of eligibility and coverage requirements for Medicaid and other government healthcare programs.

Essential Functions
- Serves as Deputy Administrator for Policy for the Division of Medical Programs in providing strategic development and analysis of health policy affecting all medical programs such as Medicaid, Children’s Health Insurance Program (CHIP), or other medical assistance programs supporting coverage and access to healthcare
- Serves as full line supervisor
- Plans and directs complex, sensitive, and technical operations relating to the development and administration of medical assistance program policies in the Division, including fee-for-service and managed care policies and programs
- Establishes and implements policies, standards, and procedural guidelines for operations carried out through assigned program areas
- Serves as Agency spokesperson
- Represents the Administrator by serving on advisory committees, conducting public presentations, and testifying before the General Assembly
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires completion of four (4) years of college with coursework in public policy, public administration, business administration, or similar field of study
- Requires four (4) years of progressively responsible administrative experience in a public policy, public administration, or business organization associated with government health programs
Preferred Qualifications
- Minimum of four (4) years of professional experience in government healthcare policy development or public program management
- Minimum of four (4) years of professional experience working in or with a Medicaid agency or other government health program
- Minimum of four (4) years of professional experience establishing statewide program goals and managing a large agency program related to healthcare, such as Medicaid, Medicare, the Marketplace, or other government healthcare program
- Minimum of four (4) years of professional experience planning government program activities mandated by legislation/regulation and monitoring adherence to federal and state rules and regulations
- Minimum of three (3) years of professional experience conferring with members of the General Assembly, Federal Government Officials, other State agencies and outside stakeholders, including community-based organizations, provider associations, and Medicaid, Medicare, Marketplace, or other health plan enrollees
- Thorough knowledge of Medicaid, Medicare, the Marketplace, and the Affordable Care Act, eligibility and coverage requirements for government healthcare programs, and government healthcare legislation and financing mechanisms

- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
