This position is responsible for establishing and managing multiple goals and objectives for Enterprise Application Services to support the achievement of Key Performance Indicators, standards, and key strategies for success in various enterprise solutions for System Engineering. Essential Functions
- Subject to management approval, serves as the Deputy Chief of Enterprise Application Services (EAS) System Engineering providing onsite administrative oversight and direction to all activities and responsibilities of the EAS System Engineering Division for the Department of Innovation & Technology (DoIT).
- Serves as full-line supervisor.
- Manages delivery of EAS development and platform services, developing and interpreting complex vendor contracts, estimating and securing associated resources to design, develop, deploy, and maintaining enterprise platforms and solutions.
- Participates in top level management meetings.
- Directs technical program budget preparations and controls appropriation of technology expenditures.
- Establishes and manages multiple goals and objectives for Enterprise Application Services to support the achievement of key performance indicators, standards, and key strategies for success in various enterprise solutions for EAS System Engineering.
- Serves as an official spokesperson for the EAS System Engineering group.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in management information systems, data processing, or telecommunications in a public or business organization.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience leading multidisciplined and high-performance technology engineering teams.
- Requires three (3) years of professional experience supervising staff.
Preferred Qualifications
- Five (5) years of professional experience in a senior leadership role overseeing enterprise application development and system engineering operations.
- Ten (10) years of professional experience producing software and architecting technical solutions as a technical developer, database administrator, or other technical position.
- Eight (8) years of professional experience in strategic planning, estimating project development efforts, determining cost recovery models, and providing input on long-term strategies for application program delivery while ensuring compliance with IT governance processes and fiscal deliverables.
- Ten (10) years of professional experience coordinating resources and goals across multiple related IT initiatives simultaneously with IT Program/Project management or lead technical management as part of a complex IT enterprise.
- Eight (8) years of professional experience managing relationships among diverse system engineering teams, senior leadership, and ancillary project stakeholders in a complex organizational environment.
- Working knowledge of internal and external audit requirements such as National Institute of Standards and Technology (NIST) guidelines and creating and monitoring audit controls to ensure operational compliance in a large enterprise or governmental environment.
- Working knowledge of setting annual goals and objectives for teams, conducting performance evaluations, and ensuring alignment with organizational standards and program objectives.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.

- Requires the ability to travel in performance of duties.
- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
