The candidate will provide operational leadership and technical direction for the department’s enterprise application systems, including design, development, implementation, support, and maintenance. The candidate will be highly proficient in the disciplines of application production support, project management, team development, and organizational change management. The successful candidate will have a proven history of leading application support teams to deliver hosted and on-premise enterprise-level solutions. Job Responsibilities

25%    1.    Serves as the Deputy Chief of Enterprise Applications for the Enterprise Application Services Division:
•    Provides onsite administrative oversight and direction in daily operations to Enterprise Application Services. 
•    Provides onsite administrative oversight and direction for the maintenance and implementation of enterprise platforms such as ServiceNow, Salesforce, and Office 365.
•    Develops enterprise platform roadmaps and application modernization plans
•    Recommends and develops long-term Enterprise Application Services strategies and ensures standards are in compliance with the IT Governance process and approved business and technical strategies. 
•    Directs, formulates, and effectuates the development of comprehensive policies, programs, and procedures.
•    Responds to calls for emergency situations. 

20%    2.    Serves as full-line supervisor
•    Assigns and reviews work. 
•    Provides guidance, training and mentors assigned staff in career path progression and personal development. 
•    Counsels staff regarding work performance, quality of work, and professional conduct. 
•    Determines staffing needs to achieve program objectives and reassigns staff to meet day-to-day operating needs. 
•    Establishes annual goals and objectives.
•    Approves time off. 
•    Adjusts first level grievances effectively recommends and imposes discipline, up to and including discharge. 
•    Prepares and signs performance evaluations. 
•    Determines and recommends staffing needs.

10%    3.    Manages complex vendor contracts, and associated resources to design, develop, deploy, and maintain enterprise solutions. 
•    Conducts comprehensive business process analyses. 
•    Develops detailed business requirements and technical specifications. 
•    Supports requisite procurement processes. 
•    Prepares integrated project plans and schedules.
•    Confirms satisfactory completion of project (and contractual) deliverables
•    Ensures effective application deployment and transition.

10%    4.    Serves as an official spokesperson.
•    Speaks on behalf of the Department and the Chief of Enterprise Application Services.
•    Speaks to internal and external entities including DoIT staff and senior management staff of legacy client agencies, boards and commissions served by DoIT.
•    Speaks to public, private, and federal offices on issues relative to agency operations and initiatives.
•    Possesses authority to bind the agency to specific courses of action in providing application services, and, in committing and reallocating agency resources to enhance agency efficiency and services.

10%    5.    Participates in top level management meetings.
•    Keeps the Chief Technology Officer and the Chief of Enterprise Application Services apprised of programs or project progress, problems, or any matters relative to Department policies, procedures, goals and/or objectives. 
•    As requested by the Chief of Enterprise Application Services, serves as such in their absence to provide day to day guidance to staff and program oversight.
•    Travels to attend meetings, conferences, training, etc.

10%    6.    Directs technical program budget preparations and controls appropriation of technology expenditures. 
•    Analyzes and provides management with justification of expenditures as well as information on feasibility, availability and pricing of technologies and services. 
•    Reviews current programs to define areas requiring increases in appropriations for program expansion. 
•    Recommends and supports workforce rationalization decisions resulting in staff and resource allocation changes. 
•    Researches equipment and resource needs to support activities and projects. 
•    Reviews charters. 
•    Approves procurements. 
•    Develops and reviews technical language in Request for Information, Request for Proposal and Invitation for Bid documents.
•    Negotiates and approves final language in contract documents.

10%    7.    Establishes and manages multiple goals and objectives for Enterprise Application Services to support the achievement of Key Performance Indicators, standards, and key strategies for success in various enterprise solutions. 
•    Provides leadership by planning, coordinating, reviewing, and directing implementation of significant and unique projects related to enterprise solutions.
•    Manages strategic and tactical planning for all human, financial, and equipment resources within Enterprise Business Applications to achieve both short-term objectives and long-term business strategies.

5%    8.    Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.


Knowledge, Skills, and Abilities

Minimum Qualifications
1.    Requires knowledge, skill, and mental development equivalent to completion of 4 years of college with course work in computer science or related field. 
2.    Requires four years of progressively responsible administrative work experience leading multidisciplined and high-performance technology development teams.

Preferred Qualifications (In Order of Significance)
1.    3+ years’ experience in strategic planning, leadership, and relationship management.
2.    3+ years’ experience in developing, monitoring, and maintaining Key Performance Indicators. 
3.    3+ years’ experience managing contracted services, including negotiations, agreements, and service delivery. 
4.    3+ years’ experience with Program/Project Management efforts involving the coordination of resources and goals across multiple related projects.
5.    Information Technology Infrastructure Library (ITIL) Foundation or higher certification.
6.    Project Management Institute (PMI) certification.
7.    1 year or more experience maintaining or implementing enterprise platforms.
8.    1 year or more experience maintaining or implementing ServiceNow.
9.    1 year or more experience maintaining or implementing Salesforce.
10.    1 year or more experience maintaining or implementing Office 365.
11.    1 year or more experience modernizing mainframe applications.

1.    Requires ability to work at various times outside of normal office hours to meet deadlines.
2.    Requires ability to travel.
3.    Requires a valid and current driver’s license.
4.    Requires the ability to successfully pass a nationwide fingerprint background check.
5.    Requires use of an agency-supplied mobile phone.

Work Hours:  8:30am-5:00pm; Monday-Friday
