Position Overview

Looking for a dynamic and strategic leader to assist the Division Manager of Advocacy and Prevention Services! This role involves overseeing operations, developing innovative program recommendations, and initiating new projects in line with legislative and agency directives. The ideal candidate will have a strong background in supervising staff, providing essential training and guidance, and creating comprehensive budget proposals for submission to high-level government offices. Additionally, the role requires expertise in collaborating with division managers and staff to develop and analyze program data, policies, and procedures, while recommending improvements to enhance service delivery. The successful candidate will also lead the preparation of management studies, reports, and program analyses to evaluate and optimize divisional programs. Essential Functions

  • Directs and reviews the operations of the State's Benefits, Eligibility, Assistance, and Monitoring Division and develops program recommendations and new initiatives pursuant to the enactment of new legislation or agency directives. 
  • Supervises subordinates and provides guidance and training to assigned staff. 
  • Develops the annual division budget request for submission and negotiation with the Division Finance and Administration, Executive Office and the Governor's Office of Management and Budget. 
  • Confers with division manager and other staff in the development, dissemination and analysis of program data, policies, procedures, rules and regulations, guidelines, standards, and technical assistance material. Recommends alternatives to administrative, policy and procedural problems in order to improve service delivery of divisional programs.
  • Directs and coordinates the preparation of management studies, reports, and program analysis for the evaluation of existing and proposed changes to the divisional programs.
  • Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a human or social services related field.

Preferred Qualifications

  • Prefers four years of experience developing and implementing policy at a programmatic level.
  • Prefers three years of experience providing technical assistance to internal and external programmatic staff.
  • Prefers three years supervising staff.
  • Prefers two years of experience developing budgets in a public organization.
  • Prefers a master’s degree in gerontology, sociology, or other related social service field.

Conditions of Employment

  • Requires monthly travel within the State of Illinois.
