Essential Functions

  • Under immediate supervision, serves as the Director of Digital Transformation for the Department of Innovation & Technology (DoIT), acting as the policy-making official and performing highly responsible and sensitive policy making functions for the agency regarding Digital Transformation, domain architecture, and planning.
  • Manages, plans, coordinates, reviews, directs, and aligns both short-term and long-term transformation management initiatives, goals, and objectives needed to advance the overall digital transformation and domain architecture of the state, including but not limited to leadership transformation, experience transformation, information transformation, operations transformation, workforce transformation, and eco-system transformation.
  • Serves as a full line supervisor.
  • Researches, appraises, and makes recommendations to management toward the acquisition, development, domain architecture, and maintenance of process related practices, training, and engineering tools/products.
  • Conducts and leads planning sessions with DoIT Executives, Groups, teams, and agency customers to promote enterprise-wide adoption of Transformation and Planning models for DoIT/business process and practice.
  • Establishes, monitors, and reports key performance indicators (KPI) for the agency to Governor’s Office, DoIT Executive Leaders, Group CIO’s, teams, and agency customers to ensure critical alignment with Governor’s Office Initiatives.
  • Keeps abreast of new developments in the Information Technology field by Continuing education through attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, or telecommunications or directly related fields.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunications, or directly related fields.
  • Requires three (3) years of professional experience supervising IT professionals.

Preferred Qualifications

  • Five (5) years of professional experience leading digital transformation initiatives within a large governmental organization or similar enterprise including developing and implementing digital strategies to align with organizational goals and statewide initiatives.
  • Five (5) years of professional experience in policy-making roles, specifically in reviewing, developing, and revising program policies, rules, and regulations in a government setting or large organization.
  • Five (5) years of professional experience in directing complex projects including setting goals, managing resources, and ensuring alignment with transformative priorities and strategic plans.
  • Five (5) years of professional experience managing and directing comprehensive digital transformation initiatives across multiple domains including leadership, experience, information, operations, workforce, and ecosystem transformation, within a large governmental organization or similar enterprise.
  • Ability to lead cross-functional teams and expedite project implementation while ensuring adherence to policy and program objectives.
  • Ability to implement strategic digital initiatives and drive change management across an organization.
  • Extensive knowledge of digital transformation trends, technologies, and methodologies particularly in the context of public sector operations and services.
  • Ability to plan, coordinate, and align short-term and long-term transformation goals with broader governmental strategies, ensuring alignment with the Governor's office, elected officials, federal agencies, and other state entities to optimize IT service delivery, reduce operational costs, and enhance service quality.
  • Ability to coordinate ongoing assessments of processes, identify areas for improvement, and develop and implement objectives and action plans that drive efficiency and enhance organizational effectiveness.
  • Developed verbal and written communication skills to present policy and transformation recommendations to senior leadership, stakeholders, and statewide agencies.

Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
