Director of Enterprise Architecture (Senior Public Service Administrator, Option 3)

Essential Functions

• Subject to management approval, serves as the Director of Enterprise Architecture for the Department of Innovation and Technology (DoIT), planning, directing, and coordinating enterprise-wide business and technology alignment, maintenance of governance standards and processes, solutions architecture, and enforcing adherence and compliance with governance policies and processes for uniformity and compliance of initiatives subject to governance. 
• Manages and oversees analysis and adoption of new standards, directing the efforts necessary to analyze, review and approve new technologies.
• Identifies, develops, and manages performance to improvement initiatives to enhance the capabilities of DoIT in delivering IT services to State agencies, boards, and commissions. 
• Serves as full-line supervisor.  
• Participates in top level management meetings to keep DoIT Deputy Secretary, Chief Enterprise Architect, and senior leadership apprised of programs or project progress, problems, solutions, or any matters relative to IT Governance policies, procedures, goals and/or objectives.   
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
• Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in Management Information Systems, Data Processing, Telecommunications or related field.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in Management Information Systems, Data Processing, Telecommunications or directly related fields in a public or business organization.  
• Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.  
• Requires three (3) years of professional experience serving as an IT Architect for a professional organization or leading an IT team in a capacity that included significant architecture oversight. 

Preferred Qualifications

• Four (4) years of professional experience planning, directing, and coordinating enterprise-wide business and technology alignment, maintenance of governance standards and processes, and enforcing adherence and compliance with governance policies and processes for uniformity and compliance of initiatives subject to governance. 
• Four (4) years of professional experience interpreting technical standards to ensure adherence in the areas of Mainframe, Midrange, End User Support, Risk Management, Change Management, Web Applications, Workflow, Personal Information Management (PIM), Common Applications, Data Management, Local Area Network, and Network Services. 
• Four (4) years of professional experience identifying, developing, and managing performance to improvement initiatives to enhance the capabilities in delivering IT services. 
• Four (4) years of professional experience conducting organization‑wide evaluations of legacy technologies, developing decommissioning strategies, identifying modern replacements, and translating analysis findings into actionable enterprise guidance, roadmaps, and reference architectures that advance statewide mission objectives. 
• Four (4) years of professional experience preparing and maintaining enterprise reference architectures, detailed white papers, decision logs, quality management plans, and other governance artifacts that clearly articulate rationale, benefits, risks, lifecycle considerations, and statewide implications of architectural decisions. 
• Three (3) years of professional experience reviewing new legislation, administrative rules, and enterprise technical standards; ensuring statewide compliance across infrastructure, networks, data management, security, end‑user services, and application platforms; and translating requirements into governance enforcement mechanisms and actionable IT guidance. 
• Two (2) years of professional experience chairing or leading architecture review boards or similar governance committees, presenting highly technical concepts to senior leadership, evaluating technology proposals for adherence to standards, and driving consensus among diverse agencies and stakeholders. 
• Ability to analyze complex technical and administrative challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness. 
• Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external or internal stakeholders, fostering collaboration in resolving sensitive administrative or technical issues. 
• Developed verbal and written communication skills with a proven ability to clearly articulate to present technical concepts to both technical and non-technical audiences through documentation, presentations, and collaboration.

• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine. 
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
