Position Overview
The Division of Rehabilitation Services is seeking to hire a self-motivated, ambitious, organized, detail-oriented supervisor to oversee staff in the Disability Hearings Unit in the Bureau of Disability Determination Services in Springfield. This position will direct, coordinate, evaluate, and monitor the activities of professional and clerical staff processing and providing disability face to face evidentiary hearings, video hearings, telephone hearings, and final disability determinations for the Office of Disability Hearings Review informal remand cases and pre- hearing cases. The Bureau of Disability Determination Services is responsible for the Social Security disability determinations for all the citizens of Illinois and is 100% federally funded and makes its decisions according to the Social Security Administrations rules and regulations.
Job Responsibilities
- Directs, coordinates, evaluates and monitors the activities of professional and clerical staff processing and providing of disability face-to-face evidentiary hearings, video hearings, telephone hearing, and final disability decisions, Office of Disability Adjudication and Review (ODAR) informal remand cases and pre-hearing cases.
- Monitors performance of Hearings Officers during hearings; reviews written decisions to ensure accordance with guidelines established by Social Security Administration (SSA).
- Participates in formulation of new policy and procedures as it relates to the Disability Hearings Unit.
- Serves as full-line supervisor.
- Oversees the review of disability files received from Division of Adjudicative Services in advance of hearings.
- Acts as general office manager.
- Performs other duties as assisted or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
- Requires three (3) years progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications (in priority order)
- Four (4) years of professional experience in the Social Security disability program working with disability hearings.
- Four (4) years of professional experience utilizing the provisions of the Social Security Act with disability amendments, regulations, policies, directives, interpretations, and case decisions.
- Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
- Three (3) years of professional experience working with state and federal Social Security Act (SSA) policies and rules relating to state or non-state technical procedures.
- Two (2) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.
- Two (2) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders.
- Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
Conditions of Employment
- Requires advanced proficiency in commercial applications including Microsoft Word and Excel.
